Sure, JMBC and AdR are working on opening an LIS archive using
the eprints software. Over the Internet, it really is quite unimportant
where the archive is located. I am sure that they will welcome
your contributions and make sure that what is in the archive will
be available throught DoIS.
I am not sure about the time plan of action on their behalf. I presume
that relevant details will be made available on the rclis discussion
list. You can either subscribe to that list at

you about progress.
