[Repec-data] A first proposal

A substantial amount of data is in the form of a collection of tables. But I agree, not all. That's why this lower level metadata about tables needs to be optional.

  You mean the 'the table being a more' ? 

  My problem with this reasoning is that data may not be in tabular
  form, and then we are not sure what a table is.
