[ReDev] installing ReDIF-Perl with 5.24

Since there is no output from the Configure script (it should ask a few questions about the configuration) it is safe to assume that it didn't execute. Inspecting $@ and other error variables might be useful, or just doing "perl Configure" to see if it compiles.
