[ReDev] installing ReDIF-Perl with 5.24

  and from this test,

krichel at amorp:~$ ls -l /tmp/o
-rw-r--r-- 1 krichel krichel 5302 May 18 10:15 /tmp/o

krichel at amorp:~$ cat /tmp/o > /dev/null

krichel at amorp:~$  ls -l --time=atime /tmp/o
-rw-r--r-- 1 krichel krichel 5302 Oct  2 12:17 /tmp/o

  this is the current time. So if read, the atime should have
  changed. Meaning the Configure script is not being be read.
