I just mailed the February issue of the SPARC Open Access Newsletter.  This 
issue takes a close look at open access mandates adopted or revealed in 
January, with special attention to those from the  European Research 
Council and the US National Institutes of Health.  The round-up section 
briefly notes 118 OA developments from January.
