[cgiapp] Incompatibility between CAP::Authentication and CAP::ActionDispatch

Some apologies to Jason Yates. He seems to have uploaded a new version 
of ActionDispatch about 30 minutes before I uploaded a new version of 
Authentication. I shall look with interest at whatever he has done.
