As for your test namespace, wouldn't it be better to use Test::CgiApp?

I'm thinking Test::CGI::Application::* is getting long, but it's good to
encourage people to be consistent about both releasing tests (for
C::A-based modules) and keeping them together.

And Test::* is /the/ namespace prefix for tests...
