[cgiapp] CAP::Authentication install failure on Perl 5.10 ?

Right. In the end I forced it in and it seems to work OK, so that 
suggests it's not a problem with CAP::Auth, or I haven't triggered one 
yet :) Also seems to work OK on Windows, as was pointed out earlier.
