[cgiapp] [OT] Announce: CGI::Uploader V 2.90_01

Hi Folks

This version of CGI::Uploader - V 2.90_01 - is a complete re-write by me
of V 2.15, with an incompatible API.

Mark Stosberg is the author of CGI::Uploader V 2.15, and has approved of
the re-write, although he has not reviewed the new code.

I have uploaded the new version to CPAN with a dev-type version number
until people have had a chance to test it out.
