[cgiapp] New Google Code project for CGI::Application modules

A Google Code project was started tonight to provide a shared repo for
CGI::Application related modules.

CGI::Application::Dispatch is the first and only module in the repo now.

If you maintain a CGI::App related module and would like more potential
collaborators, you might consider hosting your module here, where other
CGI::App developers can more easily contribute to it. 

Keep in mind that sharing source control access is not the same as sharing CPAN
name space rights. Sharing source code access with others does not
automatically grant anyone else the right to upload official releases in your
name space.

That is a separate step to consider if you'd like help actually uploading
releases or managing your rt.cpan.org bug reports.
