[ArchEc] letter of inquiry to Sloan

  I want to look for funding for ArchEc.

  The Sloan Foundation encourage letters of inquiry. Instructions

  There are two main points that I think I want to discuss.

  1 - I am not sure the OLS should be the grantee.

  2 - I am not sure we should / need to go through the board.
  The board has never been used and getting it to work will
  take a bit of time and effort.
