[rclis] e-lis documents in DoIS

Thank to Ed and Jose' for nice work on E-LIS harvesting and Happy New 
Year to all.

The Harvest protocol can be applied to others LIS repositories such as

But there are some problems about croatian and also catalan metadata.
I think the problem is about Unicode transformation format UTF8

But we have problems with other metadata too, for example in this metadata
well dispayed in E-LIS

the characters in DOIS haversting are very strange

maybe caused by not conventional ""
The same has happened with Medeiros's paper

well displayed in E-LIS (in the title we have an ')
Probably these "" and ' are not code ASCII enclosed between 0 and 127.

The same happens in other haversters too

I can try to replace all metadata with correct code ASCII ("" and ') in 
E-LIS,
than you can reload (with a new harvesting) the correct metadata
But it remais the problem about languages (croatian, bosnian, catalan, 
...) which
we will anlyse it in order to resolve it.
