[rclis] homepage changes

  Comrades,

  I have made minimal cosmetic changes to the home page.
  In addition, I have change the server hosting http://rclis.org
  from arcano.openlib.org to xerces.openlib.org

  I wonder if we should include a new collections page on the site.
  That page would like to the AMF collections that we already have.
