[rclis] OAIster inclusion for E-LIS

Our E-LIS is enclosed in OAIster service provider
OAIster is a project of the University of Michigan Digital Library
with the goal to create a collection of freely available,
difficult-to-access, academically-oriented digital resources that are
easily searchable by anyone.

Oh, that's no problem at all. When I re-harvest your repository in
about a month, I will refresh the information associated with the
repository which includes the OAI identifier. It doesn't affect the
actual harvest, though.

We are interested in making our E-LIS archive available for harvesting
by OAIster harvester.
