[ReLIS] the end of ReLIS

  As the first mail to this list, I propose to end the list
  and the ReLIS project, to do set up a larger project involving
  computing as well. As I see it, there are the following
  advantages of including computing

  1 - There has been an increasing amount of computerization
  in library work. Many schools of library science have merged
  with computing skills. 

  2 - We will be attracting computer science expertize into the
  projects, which will support our computing infrastructure 
  internally.

  3 - Library and information science is a small area. Funders
  who think big will be more interested in funding a larger
  data source. 

  4 - The biggest self-archiving project in Computer Science 
  to date is the citeseer project. It would be extremely intersting
  to do work with the maintainers of that system, with whom we
  already have some contacts, the build an XML-based metadata
  collection with author registration and archive out of
  primary cite-seer data. 

  If we adopte the name rclis for the new project---we can
  pronounce it "reckless"---a fifth advantage appears

  5 - The domain name rclis.org was still available last time
  I looked it it.

  Costs are

  a - we have to rename the list and its documents, I will do that.
  
  b - we may wish to rename DoIS to DoCIS (sounds better IMHO), but 
  we will need a few symbolic link.

  I invite you to think about this for a few days, and then
  come back. This is a significant change that require mature
  reflexion.
