[RAS] RAS problem

There is currently a problem with RAS: changes made by users do not 
propagate to databases, but XML and RDF files are properly created or 
updated.

My understanding is that the database is necessary for people to log in. 
It is read but not written to. Thus new users and those who change email 
cannot log in. This is happening since a reboot last Friday.

I spent some time with Dan debugging and we are so far at a loss. Asa 
precaution, I have stopped all cron jobs to avoid too many people making 
changes.
