[RAS] email failures

The email to Ranjit Kumar seems to be legitimate.  Any user can mark any
email as spam.  I'm not sure what to do with this.

The statistics on our SES mailing dashboard show a healthy bounce rate and
complaint rate.  If there are specifics surrounding an email not being
delivered, I can use those to investigate.
