[RAS] update timing

>From what I can see, CitEc updates happen on Sundays. This means that a 
major job starts on RAS during the night of Sunday to Monday, often 
chocking the machine to the point that we get many disk waits, and lasts 
for most on Monday. This comes at the worst possible time, as Monday is 
the time where RAS gets the most traffic, because of all the reminder 
emails that were sent over the week-end.

Would it be possible to move CitEc updates to Friday or Saturday?
