[RAS] citations

I've found new evidence. The citations data processing is broken at
the AMF parser level and at the ACIS Input level.

What i've found so far suggests, that it is caused by the sadly known
UNIVERSAL::isa() function now being out of rule in perl 5.12.

i'm working on a fix.
