[RAS] cit_events

I've copied the missing export files from nebka to sopri and have
manually processed it there.

I've made a new script on nebka: ~/bin/ras2citec-export-job.sh . It
copies the export files to sopri and executes a script there,
~/Ivan/handle_ras_exports.pl . And it would log the result to a file
on nebka. I've disabled the old cronjob on sopri.

I'll check tomorrow if the arrangement works.
