Because all items that could be offered to you as the surname-only
matches were in your refused list. I've removed most items from your
refused list. Now, if you enter and check, you'll see a few of the
inexact matches, offered with No by default.

But I now see some mangled characters (Unicode), and that's something
I need to investigate.
