[RAS] strange russian letter problem

There a re a bunch if recent Russian registrations like the one below that 
contain a capital A in the name, but it is not from the ASCII table. The 
consequence is that searches in RAS ar not successful.

1) how could this pass by the name requirements

2) anything else one can do about it?
