[RAS] APU

Christian, when I initially got this response, I didn't pay much
attention to your phrase "The citation email is new". Because I was
pretty sure RAS was sending those mails out. But today I've found it
did not. This option is disabled. I'll leave it disabled until further
notice.

(those emails where designed and programmed in the old days.)
