[RAS] possible nebka outage

Hurricane Irene is heading towards Connecticut, and campus authorities 
cannot guarantee there will be power on campus Sunday and Monday depending 
on how things turn out.

I suggest we leave the machine on, after all there is a good chance it 
will not shut off. But I suggest that no big job run on Sunday and Monday, 
so that we do not need to receover from a big crash.
