[RAS] Fwd: per RePEc archive mirroring problem, 7 days

This has very little to do with the network outage at UConn. I 
frequently have problems mirroring per. Not sure if this is because 
there are a lot of files to mirror, network issues, bugs in mirror.pl or 
something else.
