[RAS] authors.repec.org mail failure

   Hi,

  we are sending out a lot of messages to authors registered
  with the RePEc author service. We get stuck in Manchester.

  It may have to do Manchester's DNS. Manchester still have
  a DNS record for a related project that ran in Manchester
  unitl about 2003
