[RAS] Clean-up of author templates

Quite a while... Cases in point from the LogEc update on June 6

2009-06-06 00:54:51: repec:wuk:andedp:9710 repec:per:1959-08-12:v_bhaskar

is still in the person template almost three months later. The 
repec:wuk:andedp series has been removed from wukseri.rdf although the 
paper templates are still in the archive.

2009-06-06 00:54:50: repec:van:wpaper:0821 
repec:per:1950-04-12:john_allan_weymark

is still in the person template. In this case the paper template is 
there but has a bad File-URL (UTF16 gone bad) that should cause it to be 
skipped.
