[RAS] template set change

I have today changed the template set for RAS from the
[not set] to "ras"

This will pave the way to setting up the AuthorClaim template set
as the ACIS default template set. As you may be aware in Spring 2008,
I worked for several weeks to make the template set of AuthorClaim
XHTML compliant.
