[RAS] question

We have an issue with some template files not making it into RAS. It came 
to light with RePEc:aea:aecrev:v:95:y:2005:i:3:p:817-830, which is located 
in adrepec/RePEc/remo/aea/aecrev/aer9503.sgml.rdf

As this item could not be found with a search from within RAS, I launched 
an update for this journal:
~/acis/bin/updareq RePEc aea/aecrev

Which updated only part of it. Indeed only some of the template files were 
touched:

There is a recent touch time for aer9503.sgml.rdf because I ran rech on it 
before updating.

So, why are these files not looked at?
