[RAS] citation form

Possibly non trivial, but worth considering. I have received several 
emails from people confused about this, and you know that this is just 
the tip of the iceberg.

Something more trivial that I have called for before is putting somethin 
on top of the new registration page about not creating a new entry when 
one has moved, but rather log in in the old account and moving the email 
there. I caught three people doing it wrong today...
