it is more selective than you think.  it goes through every file and  
compares its timestamp with the last recorded timestamp for it.  
Unchanged files are not processed (normally).  And then for each  
template it checks the if it has changed since last update or not,  
and only does processing for it, if it did change.

for keeping the some housekeeping database tables in sync with the  
userdata files.
