[RAS] configuartion changes

I got tired of having to answer 30 emails a day for things that could be
handled with better wording on RAS. Thus I made changes to the following:
person/research/refused.xsl:
corrected typos.
person/contributions-wait.xsl:
corrected typos, added mention of MPRA.
person/affiliations-common.xsl
wordage for people to search for the institution before submitting a new
one.
general/submit-new-institution.xsl:
same as above. Also, ask for email of *institution*, not their own.
more person/affiliations/new-institution.xsl:
same as above.
phrase-local.xml:
rewording of various items to prevent non intended behavior (such as
removing old versions, unaffiliating for just a URL change, etc.)
person/name.xsl:
added wording to encourage people to put a complete set of name
variations. Also specified that a name should not contain titles.
new-user/initial.xsl:
wording to prevent people from adding a title to their name.
person/research/main.xsl:
wording to make clear that when you refuse an item, you claim not to be
the author of it.
phrase.xml:
corrected typos, added mention of MPRA.
person/research/autosuggest-chunk.xsl:
make it more clear that by refusing an item, you claim not to be its
author.
person/research/refused.xsl:
same as above.
email/user-data-changed.xsl:
email/arpm-notice.xsl:
user/good-bye.xsl:
wording to make clear that profiles on IDEAS and EconPapers are not
instantaneously updated.
