I just mailed the August issue of the SPARC Open Access Newsletter.  This 
issue takes a close look at the Federal Research Public Access Act (FRPAA), 
which Senators John Cornyn and Joe Lieberman reintroduced in the US Senate 
in June.

The round-up section briefly notes 140 OA developments from July.
