I just mailed the February issue of the SPARC Open Access Newsletter.  This 
issue takes a close look at the momentum for OA mandates in January and the 
12 provisions of FRPAA and the NIH policy most likely to be overlooked or 
distorted by opponents.  The round-up section briefly notes 67 OA 
developments from January.
