<tr><td colspan="2">This article reviews the recent literature that analyses, within a normative cosmopolitan framework, the question of granting voting rights to "nonresidents" in circumstances defined by concerns for global justice. It examines such inquiries as grounded in a recognition of the democratic paradox, that of democracy's domain; surveys the different applications of the all affected interests principle, commonly invoked as possible solution to the paradox; and advances a range of alternative analytical and normative frameworks to rethink the justification of extraterritorial rights. It concludes on a note regarding the normative potential of "modular citizenship" and virtual representation when articulated in a deliberative democratic key.</td></tr>

<tr><td colspan="2">In 2011 the world of ice hockey in Romania was hit by a scandal: during a match opposing Romania to Hungary, the players of the Romanian national team started singing the Hungarian national anthem and remained silent for the Romanian one. A few weeks later a player of the under-16 Romanian national team was beaten up by his young teammates because he, the sole Romanian ethnic of the team, asked his co-players, Hungarian ethnic Romanian citizens, to speak Romanian and not Hungarian. Some of the Romanian media in Bucharest rushed then on the scandal and the reactions were strong against what was considered an unacceptable evidence of Hungarian chauvinism. In this context the paper proposes a study of the reaction of the Romanian press to the events which launched the scandal. It shows how the inclusion and exclusion of the Hungarian minority is at stake in the discourse of the country's Romanian majority. Following a methodology inspired by Critical Discourse Analysis as proposed by Wodak (1999), the research takes into account articles in four Romanian daily newspapers dealing with the scandals. It demonstrates how an "other" is constructed in the press and how a latent exclusive discourse pervades into these newspapers.</td></tr>

<tr><td colspan="2">"Das tschechische Grenzgebiet ist eine der Regionen in Europa, die in der Folge des Zweiten Weltkrieges am gravierendsten von Umbrüchen in der zuvor bestehenden Bevölkerungsstruktur betroffen waren. Der erzwungenen Aussiedlung eines Großteils der ansässigen Bevölkerung folgten die Neubesiedlung durch verschiedenste Zuwanderergruppen sowie teilweise langanhaltende Fluktuationen der Einwohnerschaft. Die Stabilisierung der Bevölkerung stand sodann unter dem Zeichen der sozialistischen Gesellschafts- und Wirtschaftsordnung, die die Lebensweise und Raumwahrnehmung der neuen Einwohner nachhaltig prägte. Die Grenzöffnung von 1989, die politische Transformation sowie die Integration der Tschechischen Republik in die Europäische Union brachten neue demographische und sozioökonomische Entwicklungen mit sich. Sie schufen aber auch die Bedingungen dafür, sich neu und offen auch mit der spezifischen Geschichte des ehemaligen Sudetenlandes sowie mit dem Zustand der gegenwärtigen Gesellschaft in diesem Gebiet auseinanderzusetzen. Im Rahmen der vorliegenden Arbeit wird anhand zweier Beispielregionen untersucht, welche Raumvorstellungen und Raumbindungen bei der heute in den ehemaligen sudetendeutschen Gebieten ansässigen Bevölkerung vorhanden sind und welche Einflüsse die unterschiedlichen raumstrukturellen Bedingungen darauf ausüben. Besonderes Augenmerk wird auf die soziale Komponente der Ausprägung räumlicher Identität gelegt, das heißt auf die Rolle von Bedeutungszuweisungen gegenüber Raumelementen im Rahmen sozialer Kommunikation und Interaktion. Angesichts der Vielschichtigkeit und Dynamik des Behinderungsbegriffes stellt sich allerdings die Frage, ob und inwiefern Behinderung überhaupt als Diversitätskategorie bzw. als Strukturkategorie sozialer Ungleichheit Verwendung finden sollte. Ausgehend von einer grundsätzlichen Kritik an der Herstellung von und dem Umgang mit Differenzkategorien in Anlehnung an die Disability Studies skizziert der Beitrag in einem ersten Schritt aus einer sozialkonstruktivistischen Perspektive einen differenzierten Betrachtungsrahmen für die Analyse vielfältiger Unterscheidungsweisen von Behinderung und ihrer sozialen Relevanz. Grundlage bildet das differenzierungstheoretische Schema von Inklusion und Exklusion in Anlehnung an Niklas Luhmann. Vor diesem Hintergrund deckt der Beitrag in einem zweiten Schritt Widersprüchlichkeiten und Risiken von einseitig normativen, handlungspraktischen Inklusions- und Diversitätsstrategien auf, die Behinderung gleichzeitig problematisieren und als gleichwertig anerkennen und die zudem Gefahr laufen, faktische Prozesse sozialer Diskriminierung und Ausgrenzung auszublenden. (Autorenreferat)"Hitherto, in analyses of social inequality, disability has played a rather marginal rote but, currently, in the context of a broadening discourse an inclusion and diversity, it is attracting increasing attention. Given the complexity and dynamics of the disability concept, however, the question arises as to whether and - if yes - to what extent disability should actually be used as a category of diversity or as a structural category of social inequality. Based upon a fundamental critique of the creation and use of categories of difference according to Disability Studies, the article first outlines a differentiated perspective for the analysis of multiple distinctions of disability and their social relevance from a social-constructivist perspective - an approach grounded in Niklas Luhmann's theoretical model of inclusion and exclusion. Against this Background, the article then reveals the inconsistencies and risks inherent in the unilaterally normative and practical strategies of inclusion and diversity that tend to both problematize and positively recognise disability while also entailing the risk of masking real processes of social discrimination and social exclusion. As a result, the author emphasises the need for further social science research on disability, a research that not only fosters a critical reflection on distinctions but also an analysis of factual social inequalities." Er betrachtet mit Inklusion einen Begriff, der insbesondere im Zuge der Umsetzung der UN-Konvention über die Rechte von Menschen mit Behinderungen (Behindertenrechtskonvention - BRK) aktuell stark diskutiert wird und ein gesellschaftliches Leitbild zum Umgang mit Verschiedenheit darstellt. Der Fokus liegt auf der Kategorie 'Behinderung', wenngleich Inklusion ein gesamtgesellschaftliches Thema ist, das nicht auf eine Zielgruppe beschränkt werden kann. Die zentrale Frage ist, ob die Verwirklichung von Inklusion von Menschen mit Behinderungen zu mehr sozialer Gerechtigkeit in unserer Gesellschaft führt. Als Orientierungspunkt dient dazu die Implementierung der BRK in Deutschland, zu der die Bundesregierung durch die Ratifizierung der Konvention verpflichtet ist. Mit dem Fokus auf inklusive Bildung wird praxisorientiert diskutiert, wie gerechte Teilhabe an Bildung für Kinder mit Behinderungen aussehen kann. Dazu werden zunächst die Begriffe Inklusion und Teilhabe beleuchtet, bevor eine Annäherung an ein Gerechtigkeitsverständnis erfolgt, für das zwei Aspekte zentral scheinen: Chancen und Befähigungen." (Autorenreferat)"This article deals with the relation between justice and inclusion. The term inclusion receives much attention, especially with respect to the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) in Germany, and presents a social paradigm regarding the respect for diversity. The category 'disability' is the primary focus of this article, even though inclusion is a topic related to society as a whole and cannot be narrowed down to a single target group. Our contribution discusses whether realizing the inclusion of persons with disabilities increases social justice in our society. The mandatory implementation of the CRPD in Germany serves as the central point of reference. By using the example of inclusive education, the article questions how just participation in education can be achieved for children with disabilities. We will first discuss the concepts of inclusion and participation, before examining a concept of justice for which two aspects are important: equal opportunities and capabilities." Das Verhalten in Regionen wie der Ostsee und der Arktis, die Russland mit EU- sowie Nato-Mitgliedstaaten teilt, wird zunehmend konfrontativ. Dies beeinträchtigt mittlerweile die regionale Kooperation und Sicherheit. Die Arktis und die Ostseeregion drohen somit instabilere Zonen zu werden. Alle Staaten dieser Regionen sollten gleichwohl die regionale Kooperation mit Russland zumindest auf niedriger Ebene aufrechterhalten, um die angespannte sicherheitspolitische Situation nicht weiter eskalieren zu lassen und Vertrauen zumindest ansatzweise wiederherzustellen. <tr><td colspan="2">In the last thirty years uneasiness among scholars and political actors has been growing larger as more citizens demonstrate cynical attitudes. These citizens feel that politicians are immoral and incompetent, have less faith in democracy, and show lower levels of political participation. However, Peter Sloterdijk points out that the dominant view of cynicism is simplified. He divides cynical reason into two separate ways of thinking: cynicism and kynicism. The main difference between them is in individual's reaction to the cleavage between public ideological mask and individual's idea of social reality. Cynics persist in keeping the ideological mask on and have an "enlightened false consciousness", while kynics highlight this cleavage, oppose the dominant ideology and point out misuses of political power. This research was conducted with the goal of creating cynicism and kynicism scales. Their validity was tested for two samples - a smaller sample of students and later on the representative sample of Croatian citizens (N=1002). Also, connection of cynical and kynical thought with an array of relevant political attitudes and political behavior was tested. Results indicate that cynicism and kynicism are relatively separated and coherent types of political thought. Kynicism is primarily related to low trust in political institutions, but also to lower support of democracy. Specific combinations of these two types of thought have a highly negative potential for abandoning the democratic way of thinking. This work offers an empirical confirmation for Sloterdijk's model, and confirms usefulness of it in understanding political thought and behavior of Croatian citizens.</td></tr>

<tr><td colspan="2">Eritrea ist wieder in der europäischen Öffentlichkeit präsent – zwei Jahrzehnte, nachdem es seine Unabhängigkeit von Äthiopien erlangte. Das liegt vor allem an der hohen Zahl der Flüchtlinge, die von dort nach Europa kommen. Zugleich hat eine Untersuchungskommission des UNO-Menschenrechtsrates kürzlich einen Bericht vorgelegt, der dem Regime des Landes schwerste Menschenrechtsverbrechen vorwirft. Seit dem Krieg mit dem Nachbarn Äthiopien (1998–2000) ist Eritrea regional und international isoliert. Präsident Isayas Afewerki sieht darin den Beleg für eine Konspiration zwischen Äthiopien und einflussreichen westlichen Staaten gegen Eritrea. Um das Land verteidigen zu können, setzt die Regierung auf eine totale Mobilisierung der Bevölkerung. Dem entziehen sich jeden Monat zwischen 3000 und 5000 Menschen, indem sie aus Eritrea fliehen. Eine Re-Integration des Landes in regionale Strukturen könnte Vertrauen schaffen und das eritreische Narrativ von äthiopischer Aggression und internationaler Verschwörung entkräften. Ein erheblicher Teil dieser Autorität rechtfertigt sich durch den Anspruch, wertfreie und objektive wissenschaftliche Ergebnisse durch strikte wissenschaftliche Methoden bereitstellen zu können. Diese quantitativen Methoden und mathematischen Modelle der Wirtschaftswissenschaften finden in der Soziologie und insbesondere der Politikwissenschaft immer häuiger Verwendung. Grundlage dessen ist die Annahme, dass Wissen, das durch diese Methoden gewonnen wird, eine höhere epistemische Autorität hätte als Wissen, das aus alternativen Methoden, beispielsweise qualitativen, gewonnen wurde. Dieser Aufsatz unterzieht diesen Anspruch aus dem Blickwinkel der Wissenschaftsphilosophie einer kritischen Prüfung. Ziel ist, zu argumentieren, dass quantitative Methoden und aus ökonomischen Theorien abgeleitete Modelle kein wertvolleres Wissen erzeugen als andere sozialwissenschaftliche Ansätze. Das Wertfreiheitsideal wird kurz rekapituliert, um dann den Stellenwert des Wertfreiheitsparadigmas für die Wirtschaftswissenschaften zu diskutieren. An verschiedenen Beispielen sollen im Weiteren problematische Vorannahmen und Verzerrungen identifiziert werden. Die starke Objektivität, über die die Wirtschaftswissenschaften ihrer internen Selbstbeschreibung nach verfügen, erweist sich dabei als problematische implizite Vorannahme. Am Ende steht ein Vorschlag aus der Wissenschaftsphilosophie, wie mit Werteinflüssen und problematischen Vorannahmen umgegangen werden kann. Wissenschaftlicher Pluralismus und ein offener innerwissenschaftlicher Diskurs erweisen sich dabei als konstitutiv für gute Wissenschaft. <tr><td colspan="2">The development of auto industry needs a series of related policies and conditions, including market, technology, management, basic infrastructure, etc. Several Southeast Asian countries are hoping to develop their auto industries in order to lead the development of other industries in their countries. Having the largest auto market in Southeast Asia, Indonesia is supposed to have more favorable conditions than Thailand and Malaysia on the development of auto industry. Unlike Malaysia's auto industry that has its own national brand, Indonesia does not have a national auto brand, nor like Thailand as the largest auto exporting country in Southeast Asia, a Japanese scholar even contends that Indonesia's auto industry is "technology-less industrialization". Based on the above analysis, the paper argues that the failure of Indonesia's auto industry has to do with the structural factors in Indonesia's political economy. This paper therefore will, by taking the perspective of political economy, explore the following four factors over the failure of Indonesia's auto industry: (1) inappropriate state intervention, (2) distorted government-business relations, (3) failure to join international complementarities in the auto industry, and (4) ineffective management on globalization.</td></tr>

Japan's new leadership under Shinzo Abe, who has conservative political view, has unbeatable policy against China's hegemony. Abe revised Japan Self-Defence Forces role in the Japanese Constitution by making critical amendments on particular articles, which should be seen as Japan's bargaining power against China. The two major powers in East China Sea can be seen as security dilemma of other states. Pursuit of power and hegemony will influence other major actors in the global world system and also small states. Japan's new security policy is as a renaissance of Japan’s hegemony or pursuit of power in East China Sea. By using bargaining model of war, Japan's security policy will determine overall situation in South China Sea or particularly in East China Sea: whether it will remain of high threat or balance of threat rather than balance of power, or it will face possible conflict in the future. Innerhalb der institutionellen Zusammenarbeit zeichnet sich dabei eine Prioritätenverschiebung ab - weg vom Austauschforum, hin zum gemeinsamen Handlungsrahmen. Die Länder reagieren mit einer intensivierten und innovativen Zusammenarbeit sowohl auf traditionell militärische als auch auf neue sicherheitspolitische Herausforderungen. <tr><td colspan="2">Ursprünglich für Marktforschungszwecke entwickelt, gewannen Fokusgruppendiskussionen auch in der Gesundheitsforschung in den letzten Jahren zunehmend an Popularität. Bei der Durchführung müssen sich die Organisatoren jedoch weiterhin vorwiegend an Hinweisen aus der Markt- und Sozialforschung orientieren, da systematische Untersuchungen zu methodischen Anforderungen der spezifischen Zielgruppen und Fragestellungen der Gesundheitsforschung rar sind. Im Rahmen des BMBF-geförderten Projekts INFOPAT wurden daher Moderatoren von Fokusgruppen mit Hilfe von qualitativen Interviews zu ihren Erfahrungen mit der Durchführung dieser Methode in ihrem spezifischen Forschungskontext befragt und daraus ein Kategoriensystem entwickelt. Es umfasst die Bereiche Rekrutierung, Kommunikation und Bewertung der Methode im eigenen Forschungskontext. Die Interkoder-Reliabilität ist mit .84 als zufriedenstellend zu bezeichnen. Die Ergebnisse zeigen, dass unter den von den Interviewten beschriebenen methodischen Aspekten eine Reihe von Faktoren sind, die als typisch für Fokusgruppen in der Gesundheitsforschung angesehen werden können. Im Bereich der Rekrutierung waren dies z.B. die Vorgabe zielgruppenspezifisch günstiger Zeiten und die Berücksichtigung der körperlichen Fitness der Patienten. Bei der Kommunikation stellte sich die hohe Informations- und Redebereitschaft der Patienten als ein wichtiger Punkt dar, dem mit einer ausgiebigen Vorstellungsrunde Rechnung getragen werden sollte. Darüber hinaus bezogen sich einige Aussagen noch spezifischer auf die konkrete Fragestellung, der Einführung einer technischen Neuerung. Hier bewerteten die Interviewten es als besonders wichtig, das Interesse aller Zielgruppenmitglieder zu wecken und für weniger technikaffine Gruppenmitglieder einen Alltagsbezug herzustellen. Die Fokusgruppenmethode wurde in Abhängigkeit von der jeweiligen Fragestellung (eher sozialwissenschaftlich oder eher technisch) unterschiedlich bewertet. Das Kategoriensystem kann als Grundlage für Vergleiche mit ähnlichen Interviews mit Forschern aus verschiedenen Kontexten der Gesundheitsforschung herangezogen werden.</td></tr>

<tr><td colspan="2">Ungeachtet der Forderungen der Vereinten Nationen und der Region, die Präsidentschaftswahlen in Burundi zu verschieben, öffneten am 21. Juli die Wahllokale. Burundis Innenminister Edouard Nduwimana hatte sich zuvor vehement gegen einen veränderten Zeitplan ausgesprochen. Seit April 2015 gibt es in Burundi Proteste gegen eine mögliche dritte Amtszeit von Präsident Pierre Nkurunziza. Nachdem das Verfassungsgericht die Kandidatur im Mai 2015 in einer umstrittenen Entscheidung absegnete, beziehen sich Demonstranten und internationale Gemeinschaft vermehrt auch auf den Friedensvertrag von Arusha aus dem Jahr 2000, in dem ebenfalls eine Begrenzung auf zwei Mandate vorgesehen ist. Die aktuelle Krise in Burundi ist keinesfalls überraschend. Bereits vor den Präsidentschaftswahlen im Jahr 2010 zeichneten sich autoritäre Tendenzen der Regierung ab und auch das gewaltsame Vorgehen gegen die Demonstranten und die unabhängigen Medien knüpft an vorherige Repressionen gegen regimekritische Kräfte an. Obwohl die Frage des dritten Mandats im Zentrum der aktuellen Auseinandersetzungen steht, handelt es sich nicht um eine Verfassungskrise im engeren Sinn. Vielmehr vollzog sich die von den Demonstranten angeprangerte Monopolisierung der Macht durch die Regierungspartei zu großen Teilen im Rahmen der rechtsstaatlichen Strukturen, die seit dem Ende des Bürgerkriegs im Jahr 2005 mit großer internationaler Unterstützung aufgebaut wurden. Die Reaktion westlicher Geber und regionaler Akteure bewegt sich im Spannungsfeld zwischen einer legalistischen Argumentation und der Forderung nach politischem Dialog im Sinne des Friedensvertrags von Arusha. Burundis Entwicklung steht exemplarisch für den Versuch zahlreicher Regime im subsaharischen Afrika, sich einen demokratischen Anstrich zu geben und ihre Macht mithilfe formal rechtsstaatlicher Instrumente zu festigen. Eine prinzipiengeleitete Haltung der internationalen Gemeinschaft in dieser Frage sollte sich an der von aktuell 28 Mitgliedsstaaten der Afrikanischen Union (AU) unterzeichneten Afrikanischen Charta für Demokratie, Wahlen und Regierungsführung orientieren.</td></tr>

As well as liberalising trade, the agreement pursues broader political goals: economic growth, poverty-reduction, closer regional integration in the Caribbean, and environmental concerns. Implementation is to be closely supported through aid for trade. The parties hope that this innovative approach will not only open up trade opportunities and contribute to sustainable development, but also ensure that adequate instruments, in the form of flexibilities and monitoring mechanisms, are provided to minimise risks. Critics fear that partial market opening by partner countries will cause dislocation of their local production. Now, after a number of years of experience with implementation, it is possible to review whether the agreement has succeeded in achieving its ambitious objectives, and whether it could serve as a model for further agreements between unequal trading partners. Die graduelle Verengung des öffentlichen Raums durch immer neue Präsidialdekrete zeigt vielmehr, dass sich die roten Linien jederzeit verschieben können. Dazu kommt in immer stärkerem Maße ein Missbrauch der Staatsgewalt gegen Vertreterinnen und Vertreter der ägyptischen Zivilgesellschaft, etwa in Form von Folter und Zwangsverschleppungen. Menschenrechtsaktivisten werden hierbei zunehmend von Zeugen zu Opfern von Übergriffen. Von zentraler Bedeutung hierbei ist Mobilität. Mobilität ermöglicht nicht nur die Teilhabe am gesellschaftlichen Leben, sondern ist darüber hinaus gerade für Ältere gleichbedeutend mit einer selbständigen Lebensführung. Innerhalb der deutschsprachigen Verkehrs und Mobilitätsforschung steht bisher die Mobilität einkommensarmer älterer Menschen nicht im Fokus. Daher ist das Ziel dieses Beitrags, die Mobilität dieser Personengruppe am Beispiel armutsgefährdeter älterer Menschen in deutschen Großstädten näher zu untersuchen. Die empirischen Analysen basieren auf dem repräsentativen bundesweiten Datensatz "Mobilität in Deutschland 2008". Neben deskriptiven statistischen Analysen wird eine binär logistische Regression durchgeführt. Die Analysen zeigen, dass die Mobilität in Abhängigkeit des Einkommens und des Geschlechts variiert. Insbesondere armutsgefährdete ältere Frauen unternehmen signifikant weniger Wege und legen eine geringere Tagesstrecke zurück als höhere Einkommensgruppen. Darüber hinaus konzentrieren sich die Wege von sozial benachteiligten älteren Frauen insbesondere in sozialen Problemgebieten überwiegend auf das nahe Wohnumfeld. Gerade für diese immer größer werdende Gruppe sind daher Maßnahmen zur Erhaltung und Förderung der individuellen Mobilität insbesondere in monofunktionalen Räumen notwendig." In light of the present lowpay sector, short working lives and discontinuous career paths, it may be assumed that social inequality will increase in future. A decisive factor here is everyday travel. Not only does everyday travel enable participation in the life of wider society but, particularly for older people, is practically synonymous with being able to live an independent life. Until now, however, Germanlanguage transport research has not focussed on the everyday travel patterns of incomepoor elderly people. The aim of this paper, therefore, is to examine the trip patterns of this group in greater detail, using the example of elderly people at risk of poverty living in cities. The empirical analyses are based on the representative, Federalwide data set "Mobility in Germany 2008". Alongside descriptive statistical analyses, a binary logistic regression is also carried out. Our analyses show that everyday travel patterns vary according to income and gender. Elderly women at risk of poverty in particular make significantly fewer trips and cover shorter daily distances than higher income groups. Moreover, the journeys of socially disadvantaged elderly women, especially in problem areas, are concentrated on local surroundings close to home. <tr><td colspan="2">A time-consuming part of the organization of empirical field research is the arrangement of appointments with individual participants. Often times part of the sample is hard to reach via phone. An online appointment system to facilitate the coordination of the annual family visits was tested within the scope of a German educational panel study in 2012. The participants had the opportunity to arrange their appointment online in accordance with their own scheduling needs. Roughly one quarter (n = 63) of our sample of 242 families, who had thus far been used to arranging their appointments by phone, chose the online appointment system instead. To evaluate its usability for field research and the strength of possible sample bias, the participants were asked to complete a short questionnaire as well. We can show that personal attitudes are more significant in explaining a choice in favor of the e-appointment system than socio-demographic characteristics. Overall, the e-appointment system does not increase sample selectivity bias in our survey, so that particularly for bigger samples, it is as capable as phone based arrangement systems in getting a hold of people who are hard to reach and retaining the same high process quality, while reducing the researcher’s expenditure of time and money. <tr><td colspan="2">The post-Soviet republics, outside the EU, have a comparatively poor record on women’s parliamentary representation. This has been blamed on the negative legacy of the Soviet system on contemporary gender relations, the complex relationship between the electoral and party systems and on-going political instability. An aspect of this instability is the emergence of de facto states within the internationally recognised boundaries of the former Soviet republics. Research on this region has also underlined the importance of in-depth studies of women representation in the form of single country case studies that have the capacity to tease out these sets of relationships. In this context examining both the ‘parent’ and the ‘de facto’ state allows the trajectory of the gender dimension of the political system to be examined comparatively in two political entities that share a recent political, economic and social history. As a contribution to this debate this paper examines the gender dimensions of two parliamentary contests in 2012, one in the de facto state of Abkhazia and the other in its parent state of Georgia, as a means of analysing the factors that explain the level of women’s formal political representation in these states.</td></tr>

<tr><td colspan="2">La profundización del modelo extractivista exportador en América Latina en las últimas décadas ha abierto importantes debates que involucran a intelectuales, gobiernos y poblaciones que resisten en las zonas de sacrificio entregadas al extractivismo. Así, conceptos como Pachamamismo, desarrollo, crecimiento económico, modernidad, Buen Vivir, derechos de la naturaleza, son la clave de esos debates que nos parecen imprescindibles para construir colectivamente una manera alternativa de recrear el mundo en el que vivimos. En este artículo nos aproximamos a algunos de esos debates, con la convicción de que el desarrollo, asociado a la modernidad, al capitalismo, a la organización colonial del mundo y a su sistema de saberes eurocéntrico, no es el que buscan nuestros pueblos, que no se conforman con la excusa del crecimiento económico y que perciben cada vez con más claridad que las formas "más evolucionadas" de organización económica, social y cultural de los países industrializados a imitar, son las que han provocado esta crisis civilizatoria en la que nos encontramos. Por eso, se encaminan, a través de sus luchas, a la construcción del Buen Vivir que, con dignidad humana y naturaleza con derechos, se convierte en una forma alternativa de estar y ser en el mundo.The deepening of the exporting extractive industry in Latin America in recent decades has opened important debates involving intellectuals, governments and peoples who resist in the areas of slaughter delivered extractivism. Thus, concepts like Pachamamismo, development, economic growth, modernity, Good Living, rights of nature, are the key to these discussions that seem essential to collectively build an alternative way to recreate the world in which we live. In this article we approach some of these discussions, with the conviction that the development associated with modernity, capitalism, the colonial organization of the world and its system of Eurocentric knowledge, is not seeking our people, not comply with the excuse of economic growth and perceived more and more clearly that the "most advanced" of economic, social and cultural organization of industrialized countries to imitate, forms are what caused this civilizational crisis in which we find . So are routed through their struggles, to build the Good Life, with human dignity and rights nature, it becomes an alternative way of living and being in the world.</td></tr>

<tr><td colspan="2">Am 01.01.2014 wurde - nach einem längeren und teilweise kontroversen Diskussionsprozess - der Nationalpark Schwarzwald als erster Nationalpark Baden-Württembergs gegründet. Mithilfe einer repräsentativen Befragung wurde mit dieser Studie die Wahrnehmung und Akzeptanz der Bevölkerung erhoben. Dazu wurde eine Zufallsauswahl von 1.000 Baden-Württembergern und zusätzlich 500 Personen aus den angrenzenden Landkreisen telefonisch befragt. Die Befragung ist als Pilotsudie angelegt, auf deren Grundlage ein regelmäßiges Monitoring der Akzeptanz in der Bevölkerung etabliert werden soll.</td></tr>

<tr><td colspan="2">Territorial control by violent (non-)state actors (VNSA) in sub-state war features prominently in many fundamental concepts in conflict studies. Though there have been attempts to measure this phenomenon or at least delimit it from a spatiotemporal perspective, these have so far been based either primarily on qualitative expert assessments or rely on dyadic event data to determine contested areas. In this methodological research paper, I present three approaches that can be used to estimate actor presence on basis of spatiotemporal approximation. In doing so, I focus on challenges and obstacles that can be encountered when measuring territorial control via the proxy of territorial contestation. Spatiotemporally disaggregated violent incidence data is used to analyze a small subsample of countries in subSaharan Africa in order to determine various ways of visualizing territorial contest. Further points of discussion include the impact of data aggregation, the availability of context data and analytical methods used for these evaluations.Territoriale Gewaltkontrolle durch (nicht-)staatliche Gewaltakteure ist Gegenstand einer großen Zahl grundlegender Konzepte der Konfliktforschung. Es existieren bereits erste Ansätze dieses Phänomen zu messen und raumzeitlich einzugrenzen, jedoch beruhen diese Messungen bislang entweder auf qualitativen Einschätzungen von Experten oder - im Zuge der zunehmenden Verfügbarkeit raumzeitlich desaggregierter Daten von Gewaltereignissen - der Bestimmung umkämpfter Areale auf Grundlage bewaffneter Auseinandersetzungen. Im vorliegenden Papier werden drei Ansätze zur näherungsweisen Bestimmung der Präsenz von Gewaltakteuren vorgestellt. Dabei wird auftretenden Hindernissen und Herausforderungen der Messung territorialer Gebietskontrolle durch den Einsatz von Informationen über den territorialen Wettbewerb begegnet. Hierzu werden raumzeitlich desaggregierte Ereignisdaten ausgewählter Untersuchungsländer in Sub-Sahara Afrika exemplarisch genutzt, um die Möglichkeiten der Visualisierung territorialen Wettbewerbs unter Gewaltakteuren und dem Einfluss der Auflösung der Daten nachzugehen. Darüber hinaus wird die Verfügbarkeit von gleichfalls raumzeitlich desaggregierten Kontextdaten und entsprechenden Analyseverfahren diskutiert.</td></tr>

<tr><td colspan="2">Das Fakultativprotokoll zum UN-Sozialpakt wurde viele Jahre auf internationaler Ebene verhandelt und liegt seit sechs Jahren bei den Vereinten Nationen zur Unterzeichnung aus. Obgleich sich Deutschland international für die Entstehung des Fakultativprotokolls engagiert hat, unterzeichnet und ratifiziert die Bundesregierung das Protokoll nicht. Mit dieser widersprüchlichen Haltung handelt sie sich den Vorwurf doppelter Standards im innerstaatlichen und außenpolitischen Umgang mit Menschenrechten ein. Das aktuell zeichnet die Entstehungsgeschichte des Fakultativprotokolls nach und skizziert seine zentralen Inhalte. Es zeigt auf, dass sich Deutschland mit der Ratifikation des Protokolls nicht zur Einhaltung neuer Menschenrechte verpflichtet, da im Protokoll lediglich Verfahren beschrieben werden, mit denen die Einhaltung der Rechte des UN-Sozialpakts überprüft werden kann. Es schließt mit konkreten Empfehlungen an die Bundesregierung und den Deutschen Bundestag.</td></tr>

Aufgrund gegensätzlicher Vorstellungen zur euro-atlantischen Sicherheitsordnung ist das Verhältnis tiefgehend und dauerhaft gestört. Umso wichtiger ist es, Klarheit über die Bestimmungsfaktoren und Perspektiven der bilateralen Beziehungen zu gewinnen. Wie diese sich in den kommenden fünf bis zehn Jahren entwickeln werden, hängt unter anderem von künftigen Ereignissen ab, so dem Nato-Gipfel in Warschau 2016 sowie den Wahlen in den USA 2016 und Russland 2016 und 2018. <tr><td colspan="2">Der Zusammenhang von Entwicklungsperspektiven und den Auswirkungen der transnationalen Organisierten Kriminalität (OK) ist in den letzten Jahren in Deutschland wie auf internationaler Ebene zunehmend in den Fokus gerückt. Dabei richtet sich der Blick besonders auf fragile und von Konflikten betroffene Staaten, die gemeinhin als besonders verwundbar für OK und deren Folgen angesehen werden. In der entwicklungspolitischen Debatte wird seit längerem darauf verwiesen, dass OK und kriminelle Gewalt eine Erklärung dafür sind, warum fragile Staaten mehrheitlich nicht die Millenniumsentwicklungsziele erreichen werden. Auch deshalb kommt die Entwicklungszusammenarbeit (EZ) nicht umhin, sich aktiv mit OK und den Risiken, die sie für fragile Staaten mit sich bringt, auseinanderzusetzen. Denn OK ist ein Querschnittsthema, nicht allein ein Sicherheitsproblem. Zudem kommen EZ-Akteure bereits mehr mit OK oder OK-relevanten Bereichen in Berührung, als üblicherweise angenommen wird – ob in bilateralen Programmen alternativer Entwicklung in Drogenanbaugebieten oder bei der Unterstützung des Aufbaus nachhaltiger Fischerei- oder Forstsektoren in Partnerländern. Die Analyse illegaler Ökonomien in Liberia, Sierra Leone und Guinea zeigt, dass die von OK ausgehenden Gefahren für Entwicklung über die Zeit und verschiedene Sektoren hinweg variieren. Denn OK kann unter den Bedingungen fragiler Staatlichkeit als externer Stressfaktor, in Form einer Gewaltökonomie, der Staatsvereinnahmung und/oder (Über-)Lebenswelt wirken. Die entsprechenden Gefahren lassen sich jedoch systematisch erfassen, um Ansatzpunkte und Zielkonflikte für die EZ im Umgang mit OK zu identifizieren. (Autorenreferat)</td></tr>

<tr><td colspan="2">Nature conservation scientists and practitioners have voiced the concern that a conservation discourse based on economic arguments and monetary valuation may undermine conservation efforts by eroding (“crowding out”) the influence of other arguments for nature conservation. This paper presents the results of a decision experiment in which nature conservation is framed using an economic, a non-economic, or a combined discourse before participants take hypothetical decisions on the construction of hydropower dams in the Bolivian Amazon. We find that an economic discourse with monetary valuation framing leads to significantly fewer pro-conservation decisions, that is, decisions against dam construction. This is the case when a cost-benefit analysis inclusive of environmental costs reveals that the dam is economically viable (i.e., there remains a trade-off between economics and conservation), but also when such a costs-benefit analysis indicates that the dam is not viable (i.e., no trade-off). The results suggest that an economic discourse with monetary valuation framing can indeed undermine nature conservation efforts. They also suggest that the effect can be avoided, however, by presenting non-economic arguments side by side with an economic rationale.</td></tr>

<tr><td colspan="2">Our contribution attempts to review basic vocational education programmes in Spain over the past 25 years. We intend to compare the evolution of these programmes in terms of conception and conditions of delivery in order to find out how different they are as skill-formation and remedial systems, as well as analysing how different political views have an impact upon such provision. We will focus on the current programmes in two regions in Spain where tourism is the main economic strength and source of employment. The authors have been working on several research projects investigating these issues since the late 1990s and we are currently working on two of them.</td></tr>

Denn 2020 läuft das Mandat des 2006 ins Leben gerufenen Strategischen Ansatzes zum Internationalen Chemikalienmanagement (SAICM) aus. Mit SAICM sollte ein Steuerungszentrum auf übergeordneter Ebene entstehen, das die existierenden Institutionen besser verzahnt. Dies ist aber nur begrenzt gelungen, vor allem weil SAICM die nötigen Mittel fehlen. Immerhin hat es sich als offenes Forum bewährt, in dem staatliche und nichtstaatliche Teilnehmer gemeinsam über neue Herausforderungen im Chemikalienbereich debattieren. <tr><td colspan="2">The purpose of this study was to explore how and under what conditions two different leadership roles are able to facilitate an organizational climate that supports creativity. The study was conducted in a leading professional service firm. The introduced hypotheses were tested by means of a structural equation model. Findings indicate that the leadership roles are conceptually different and that organizational structure is important for leaders’ ability to create a climate that supports creativity. The results also indicate that relational and change leadership behaviors are vital for leaders when creating a climate that supports creativity. Furthermore, both job autonomy and intrinsic motivation are found to be important dimensions for enhancing the creative climate</td></tr>

<tr><td colspan="2">Am 26. März 2015 begann Saudi-Arabien, Luftangriffe auf den Jemen zu fliegen mit dem Ziel, die Herrschaft des geflohenen Präsidenten Abed Rabbo Mansour Hadi wiederherzustellen. Die tatsächlichen Beweggründe für den saudischen Kriegseintritt bleiben bislang im Dunkeln. Studien zum Ausbruch von Kriegen basieren vornehmlich auf der Prämisse rational Handelnder, die materielle Ziele verfolgen. Indessen ist das saudische Motiv für seine Intervention im Jemen "Machtprestige". Saudi-Arabien will seine Führungsrolle im Nahen Osten etablieren und stärken. Die Saud-Dynastie war während der letzten Jahrzehnte eher für ihre vorsichtige Außenpolitik bekannt. Die Intervention im Jemen belegt dagegen ein zunehmend militärisches Selbstbewusstsein, um auf regionaler und internationaler Ebene einen Zuwachs an Prestige zu erlangen. Diese Politik stellt jedoch ein gefährliches Wagnis für die Stabilität des Königreichs dar. Konventionelle Erklärungen für einen Kriegsausbruch greifen zu kurz, um das saudische Motiv für den Angriff auf seinen stark geschwächten und politisch gespaltenen Nachbarn zu erklären. In staatseigenen Medien stellt Saudi-Arabien seine Militärintervention als einen Stellvertreterkrieg gegen den Iran entlang des konfessionellen Sunna-Schia-Gegensatzes dar. Es gibt jedoch keinen Hinweis darauf, dass Iran im Jemen militärisch involviert ist. Zudem lässt sich der Konflikt nicht auf einen rein konfessionellen Gegensatz reduzieren. Der gegenwärtige Jemen-Krieg verdeutlicht, dass Saudi-Arabien bestrebt ist, als eine regionale Führungsmacht anerkannt zu werden. Der neue König Salman, der im Januar 2015 auf seinen verstorbenen Bruder Abdullah folgte, versucht durch seine Machtdemonstration gegen das militärisch weit unterlegene Nachbarland, Machtprestige zu erlangen. Er will demonstrieren, dass das Königreich die Destabilisierung von befreundeten Regimen nicht toleriert. Mittel- und langfristig ist nicht auszuschließen, dass sich der Jemen-Krieg negativ auf die Stabilität der Identität des Königreichs auswirken wird.</td></tr>

<tr><td colspan="2">"Laut Weltgesundheitsorganisation zählen Herzerkrankungen (cardiovascular diseases) zu den häufigsten Todesursachen weltweit. Unter Herzerkrankungen fallen dabei z.B. Bluthochdruck, Herzinfarkt, Schlaganfall und ähnliche Erkrankungen. Als Hauptursache für Herzerkrankungen werden Rauchen, wenig Bewegung, ungesundes Essen und Alkoholmissbrauch angeführt. Daneben spielen aber auch Vererbung, Armut und Stress eine Rolle (WHO 2015). Was Herzerkrankungen von anderen Krankheiten deutlich unterscheidet ist, dass das Risiko einer Herzerkrankung auch mit Deprivation in der Kindheit verbunden ist (Brunner 1997). Mit ungünstigen Bedingungen in der Kindheit sind in der Regel die Auswirkungen von Armut und ökonomischer Benachteiligung auf schlechtere Aufstiegschancen im späteren Leben gemeint (z.B. Brunner 1997, Pearlin et al. 2005). Diese ungünstigeren Lebensbedingungen sind dafür verantwortlich, dass Personen im Laufe ihres Lebens größerem Stress und Stress auslösenden Lebensumständen, wie einem höheren Armutsrisiko, ausgesetzt sind, der sich kurz-, mittel- und langfristig negativ auf die Gesundheit auswirken kann (Brunner 1997, Thoits 2010). Im folgenden Aufsatz soll genau dieser Einfluss von Stress und Stressoren auf das Auftreten einer Herzerkrankung untersucht werden. Dazu werden die internationalen Daten des 2008-2009 erhobenen SHARELIFE Projekts verwendet. <tr><td colspan="2">The article examines the way Romanian political thought in the early 19th century connected with the major trends of Western political thought. Romanian political thought was often reluctant to adopt the mainstream liberal ideas, forged in reaction to the French Revolution, as well as to synchronize with the pace of political change it set. Hence, concepts like constitutional regime, rule of law, liberty and order are to be read as indicators of the Romanian definition of political modernity as shown by several texts of that time. Their authors combined several themes and concepts as sovereignty or political legitimacy in a hesitating philosophical context, drawing a thin line between Ancient and Modern.</td></tr>

<tr><td colspan="2">The present paper analyses Russia's relations with six former Soviet republics (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine), since the fall of the USSR until the launch of the Eastern Partnership (EaP). By using qualitative research methods: discourse analysis, document analysis and press coverage, the author focuses on three main factors that contributed to the alienation of these countries from Russia: "energodiplomacy", trade wars and support of secessionist conflicts, arguing that the rapprochement of this countries with the West, especially with the EU, came not only from the economic reasons but from the need of preserving the state core values.</td></tr>

<tr><td colspan="2">The paper aims to inquire into whether the Italian case still provides evidence in favor of the standard theoretical framework according to which European elections are second-order national elections in which national rather than European issues are the main determinants of voter choice. Our findings are rather contradictory. First, the main party in the government coalition received a higher share of votes compared with the results in the previous 2013 national election, confirming a so-called honeymoon period between the Italian voters and the Democratic Party (PD). Still, despite the increased relevance of EU issues in the electoral campaign, the primary motivation of politicians and parties remains their interest in holding on to national government office or to an opposition status (a strategic position for the Five Star Movement - M5S). Second, the lower turnout in European than in national elections was confirmed despite Prime Minister Renzi's successful mobilization of the PD electorate. Though large parties like Forza Italia and M5S lost votes, few small parties surpassed the electoral threshold. Broadly speaking, this analysis points to a vote of trust in government rather than a clear stance on EU issues, considering that Italian voters expressed their preferences mainly in relation to the new government formula rather than to the EU agenda or performance of previous members of the European Parliament.</td></tr>

<tr><td colspan="2">Elections are an irrefutable achievement in the development of modern democracies. However, elections are not only held in order to form accountable governments. They are perceived by political parties as a means of promoting political ideas and treated as an equivalent of public opinion polls. A good case in point is the process of electing deputies to the European Parliament. Poland is not an exception in this context - the notion of "second order election" reflects the stance of both Polish political actors and citizens on this kind of election. Nonetheless, political parties also tend to consider the European elections as a testing ground before national elections, which they recognize as more significant. Last but not least, the lower interest given to European elections by mainstream parties may also create an opportunity for smaller parties, especially those holding strong views, to succeed. Such conclusions might be drawn from the last election held in Poland, which led Janusz Korwin-Mikke's New Right to unexpected success.</td></tr>

<tr><td colspan="2">The approach of the European Union towards several regions that might be considered as "gates" to the rest of the world, such as North Africa and the Middle East or the Black Sea area, is becoming more and more ambiguous. This is certainly a paradox, since the actual conditions of world politics would seem to require, on the contrary, a more integrated strategy, and one that is more oriented towards clearly defined objectives. This article proposes a comparative reading of the different European initiatives linked to the European Neighborhood Policy addressed to the two above-mentioned regions: the Barcelona Process, EuroMed and the Union for the Mediterranean, on the one hand, and the Black Sea Synergy and the Eastern Partnership, on the other hand. The content of these cooperations, as well as their objectives and the State and other institutional actors that contribute to them will be examined. The ambiguous nature and the lack of global coherence of these initiatives can be explained through the competition among member States but also among the European institutions in their attempts to assume a leadership position in these policies. Another explanation is the lack of a properly political global strategy of the EU, that should gather the consensus of all member States and link the technical and economic aspects of cooperation to a wider vision of the role and the objectives of the EU in the world.</td></tr>

<tr><td colspan="2">Drawing upon the first Romanian journal devoted to the broad promotion of hygiene and health education -The Sanitary and Hygiene Handbook- the article investigates the interaction between politics and medicine, politicians and doctors in modern Romania. Published uninterruptedly between 1899-1907 and considered "essential for the rural sanitary service", the journal shows the evolution and predicaments of the position of the medical profession: as public servants, the physicians were agents of the various territorial sanitary administrations; however, by virtue of their medical expertise and field experience, they were also harsh critics of local and central authorities, claiming a special status in both the design of health policies and their implementation on the ground. This dual and conflictive nature of the medical profession added to the increasing polarisation of the medical profession and of the sanitary staff as a result of the salient "proletarization" of its members in the rural areas, as opposed to the elitist character of the corporation in the capital, well represented among MPs. At the beginning of the 20th century, the debates hosted by the journal testify for the transformation of hygiene and medicine from a doctor-to-patient relation to a generally acknowledged policy sector.</td></tr>

<tr><td colspan="2">How should Germany position itself in a recalibrated world where China and India are becoming increasingly stronger actors? Since 2014, the People's Republic of China has been practising a more assertive global financial diplomacy than before. Was does that mean for the strategic focus of German foreign policy between the poles of transatlantic commitments and the ever more assertive new powers? On the international stage, an ever growing attractive power emanates from China. The establishment of the New Development Bank (NDB) of the BRICS countries and the Asian Infrastructure Investment Bank (AIIB), the internationalisation of the renminbi, and the increasing importance of the BRICS group in the G20 and in global debates are some visible recent examples of the large-scale strategy of China and the other new regional powers of building multilateral institutions parallel to those dominated by the West. The United States remains the world's most important international actor, most important military world power, and second most important economic power after the European Union. Its influence and global charisma, however, are dwindling significantly. The European Union and Germany continue to be interested in a close cooperation with the United States, but the attraction of the transatlantic partnership is beginning to erode. The European Union has established numerous international ties, the most important of which are the strategic partnerships with China and India. The European Union, however, is so far limited in its capability to provide global public goods and establish itself as a civil power.</td></tr>

Seit mehreren Jahrzehnten weist der globale Trend in Richtung universelle Abschaffung der Todesstrafe. In Asien bleibt sie allerdings weitverbreitet und in letzter Zeit sind die asiatischen Demokratien Indien, Indonesien, Pakistan und Taiwan wieder dazu übergegangen, Menschen hinzurichten. Fördern ließe sich die Abschaffung durch Unterstützung lokaler zivilgesellschaftlicher und politischer Akteure, die sich gegen die Todesstrafe engagieren, sowie durch Seminare mit Richtern und Staatsanwälten über das Thema. Ein Schwerpunkt der Menschenrechtspolitik sollte auf Indien, Südkorea und Taiwan liegen, da dort die Chancen für eine Abschaffung am besten sind. (Autorenreferat)</td></tr>

Anfang dieses Jahres ist sie in der Eurasischen Wirtschaftsunion (EWU) aufgegangen, der inzwischen auch Armenien und Kirgisistan beigetreten sind. Das Format hatte bereits vor der Ukraine-Krise die Beziehungen der EU zu Russland in einigen Aspekten erschwert. Nach Beginn der Krise kam die Idee auf, durch einen Dialog zwischen EU und EWU zur Entschärfung des Konflikts beizutragen. Von einem solchen Versuch ist jedoch abzuraten. Der Dialog wäre eine Rückkehr zu jenem Ansatz, dem Deutschland und die EU gegenüber Russland bereits vor der Krise folgten. Specifically, I decompose the concept of distributive justice into five constituent elements: pattern, currency, constraints on distribution, site and scope and show the incompatibilites which exist between operationalizations of these elements and various political ideologies. I conclude that social- democracy is the ideology which most faithfully embodies the ideal of distributive justice and that under certain interpretations of its elements, feminism, environmentalism and cosmopolitanism also require distributive justice as part of their ideological cores. I claim that, by contrast, right-wing libertarianism, conservatism, anarchism and monist ideologies are necessarily disqualified by some of the elements of distributive justice and that under mainstream theories on distributive constraints, socialism seems to fall into the same category.</td></tr>

<tr><td colspan="2">The text presents an analysis of the Polish energy policy, which takes into account its both aspects: the institutional and normative aspect (policy), and the context of political activities involved (politics). As the text analyses the planning documents prepared by the Minister of Economy (the so-called “State’s energy policy”), the starting point for this analysis are the legal issues ensuing from the Energy Law Act. The text outlines the major assumptions of the Energy Policy till 2030 as well as the general provisions of the incomplete, as of the year 2015, Project of the Energy Policy till 2050. The institutional and normative context has been supplemented with an analysis of selected issues significant for the directions in the development of the energy policy and the energy security in Poland. Moreover, the text addresses the following questions: (1) to what extent does the legal status of the document “the State’s energy policy” contribute to the poor achievement of the strategic goals in the energy sector?, (2) to what extent does the lack of actual responsibility of the political subjects contribute to the lack of the realisation of strategic goals put forward in the “State’s energy policy”?, (3) what actions should be undertaken in order to administer a cohesive and effective energy policy in Poland?</td></tr>

<tr><td colspan="2">Ende September 2015 werden die Staats- und Regierungschefs und -chefinnen der Mitgliedstaaten der Vereinten Nationen (VN) die »2030-Agenda« beschließen. Sie wird 17 Ziele für eine globale nachhaltige Entwicklung enthalten. Im Vorfeld war besonders um das Ziel zu Frieden, Recht und Governance (SDG 16) intensiv gerungen worden. Die Umsetzung der in SDG 16 verankerten Unterziele ist für den Erfolg der Agenda insgesamt von zentraler Bedeutung. Das gilt besonders auch für die Eindämmung der Organisierten Kriminalität (OK). Die in einem eigenen Unterziel angestrebte Reduzierung illegaler Finanz- und Waffenströme, Rückführung gestohlener Vermögenswerte und Bekämpfung aller Formen von OK sind ein wichtiger Beitrag zur Beseitigung von Entwicklungshindernissen. Doch solche Zielvorgaben entfalten vor allem dann Wirkung, wenn ihre Umsetzung mittels überzeugender Indikatoren überprüft wird. (Autorenreferat)</td></tr>
