<tr><td colspan="2">In this paper we tried to emphasize the most important features of the political context in which the issue of the communist past is raised after 2006 with the sequence Tismăneanu Comission-Oficial Report- Presidential condemnation. This is an occasion to understand the difficulties of the relationship between the civil society demands for transitional justice and the Romanian institutions will to deliver policies in the anticommunist logic. In 2000-2010 we can see de-politicization and then a re-politicization of anti-communist discourse that emerges as a blending of some structural factors defining the relationship with the communist past in Romanian political context. After 2006 occurred an explosion of the anti-communist galaxy, basically on political issues, which led to a remarkable diminution of the influence of the transitional justice supporters in the political sphere.</td></tr>

<tr><td colspan="2">The aim of our research is to examine the new trends in the hybridity research area and clarify the convergence of interests among state actors, private actors and civil society actors. Hybridity is conceived as a ‘multidimensional phenomenon’ and ‘new paradigm’ in tourism industry. The effective collaboration among public sector – private sector – civil society can be attained likelihood with taking into account regional governance and multilevel governance. In this study, it is argued that there is an inter-relationship between hybridity, multilevel governance and decentration.</td></tr>

<tr><td colspan="2">"Im akademischen Feld der Gender Studies finden sich oft vergleichende Gegenüberstellungen von 'Intersektionalität' und 'Diversity', durch die Diversity abgewertet und verworfen wird. Diese betrachte ich aus einer Foucaultschen Perspektive als diskursive Fabrikationen und als 'Wahrheitsspiele'. Als Mitspielerin problematisiere ich diese Bilder von Diversity und setze ihnen andere entgegen. Gefragt wird dabei auch nach der Rolle von Disability in beiden Konzepten. An Pionierarbeiten zu Diversity Management aus den USA wird gezeigt, dass dort schon 'intersektionell' argumentiert wird: Sie fokussieren auf Diskriminierungen sowie auf Verschränkungen sozialer Kategorien - und tun dies theoriegestützt. Theoretisch und empirisch arbeiten mit und an Diversity, und zwar kritisch bzw. (de-)konstruktivistisch, ist schließlich auch die Devise der (Critical) Diversity Studies. Und dort ist ebenfalls Intersektionalität 'schon drin'. Letztlich plädiere ich mit diesem 'Anti-Diversism-Beitrag' für Anerkennung und Austausch auf Augenhöhe statt Abgrenzung und Abwertung." (Autorenreferat)"In the field of Gender Studies, we often find contrasting juxtapositions of 'intersectionality' and 'diversity' that tend to devalue and reject diversity. From a Foucaultian perspective, I perceive these juxtapositions as discursive fabrications and as 'games of truth'. As a player in this game, I will debunk these images of diversity and suggest different ones - while investigating the rote of disability in the two concepts. I will also show that pioneer studies in the field of U.S. diversity management have long been drawing an intersectional arguments since they focus an discrimination as well as an the interdependence of social categories from a theoretical perspective. Moreover, theoretical and empirical work on diversity and using diversity - with an emphasis on criticism and (de)construction - is also the motto of (Critical) Diversity Studies, an approach there again based on intersectionality. He suggests a more fluid and contextualised understanding of the blindness dimension, thus revealing its intersectional, situative-interactive and therefore necessarily contingent character. Through the differentiation between subjectification and subjectivation, the author demonstrates how the disability dispositive can be broadened and differentiated. Such a deal would create the world’s largest free market and impact significantly on developing countries and the world trade system. Numerous authors discuss the expected effects, with strongly diverging assumptions leading to very different findings. Supporters of TTIP hope for significant prosperity gains, opponents fear grave disruptions in labour markets and the world economy. Im äußersten Fall der Abwicklung einer Bank ist vorgesehen, versicherte Einlagen (jene von Haushalten und Kleinunternehmen) über eine einheitliche Einlagensicherung zu schützen. Allerdings sollte die Einlagensicherung eine Quersubventionierung maroder Banken ausschließen. Der Einheitliche Abwicklungsmechanismus der Bankenunion hat sicherzustellen, dass konkursgefährdete Finanzinstitute bereits kapitalisiert oder abgewickelt worden sind, bevor die einheitliche Einlagensicherung in Kraft tritt. Dabei ermöglicht die Anonymität des Netzes ein weitestgehend ehrliches Beschwerdeverhalten, von dem das sensible Arzt-Patienten-Vertrauensverhältnis unbeschädigt bleibt. Im Rahmen des vorliegenden Beitrags wurden anonyme Arztbewertungen im Web 2.0 automatisiert ausgewertet, um Einflussfaktoren auf das Beschwerdeverhalten deutscher Patienten zu bestimmen und in der Gesellschaft vermeintlich etablierte "Patienten-Mythen" aufzuklären. Die Aufdeckung von Irrtümern und Zufriedenheitsindikatoren soll längerfristig dazu dienen, Patientenäußerungen differenzierter zu interpretieren und somit zu einer nachhaltigen Verbesserung der Arzt-Patienten-Beziehung beizutragen.</td></tr>

Juli 2015 unterzeichneten Delegierte der ständigen UN-Sicherheitsratsmitglieder, der EU und Deutschlands auf der einen und Irans auf der anderen Seite in Wien den "Joint Comprehensive Plan of Action" (JCPOA), der eine seit 12 Jahren andauernde internationale Krise nach intensiv und kontrovers geführten Verhandlungen beilegt. Die Unterschrift unter den JCPOA symbolisiert einen vielfachen Sieg: Einen Sieg der internationalen Diplomatie in einer Region, die ansonsten durch Gewaltkonflikte auffällt. Einen Sieg der UNO und ihres Sicherheitsrats, die in der Vergangenheit selten zu einem Konsens fanden. Einen Sieg der EU und Deutschlands, die in einem globalen Konflikt Gestaltungspotenzial bewiesen. Einen Sieg für die USA und ihren Präsidenten, die ohne Militäreinsatz eine nahöstliche Dauerkrise lösten. Und nicht zuletzt einen Sieg für Iran, der darauf hoffen darf, die internationale Isolierung zu durchbrechen und ökonomisch zu prosperieren. Bei aller Wertschätzung verbietet sich jedoch überbordende Euphorie. Das Abkommen muss vor Inkrafttreten erst noch in den Signatarstaaten gebilligt werden. Vor allem im US-Kongress zeichnet sich jedoch scharfer Widerstand ab. Der JCPOA mag die Bedingungen für die Beilegung weiterer nahöstlicher Konflikte verbessert haben, ein Allheilmittel stellt er jedoch nicht dar. Wer das trotz der Komplexität der Verwerfungen in der Region unterstellt, bewegt sich auf den Spuren Francis Fukuyamas, der nach dem Kalten Krieg vorschnell ein "Ende der Geschichte" prophezeite. Israel und die Golfmonarchien betrachten den Vertrag mit großer Skepsis. Für Israel bedeutet er vor allem die internationale Legitimierung des iranischen Atomprogramms, für die Staatschefs auf der Arabischen Halbinsel eine Bevorteilung Irans in der regionalen Auseinandersetzung. In Iran besteht zwar die Chance der Stärkung moderater und reformorientierter Kräfte, ein genereller Charakterwandel des Staates und seines Regimes ist jedoch nicht zu erwarten. Das Revolutionssystem hat wiederholt große Adaptions- und Assimilationskraft bewiesen.</td></tr>

Während er einst als ein weitgehend 'normales' Verhalten bewertet wurde, ist er zunehmend zu einer Form abweichenden Verhaltens geworden. Auf der Grundlage repräsentativer Bevölkerungsumfragen in Hamburg wird untersucht, wie sich die Befürwortung von Rauchverboten in der Bevölkerung verändert hat. Grundlagen sind drei repräsentativ angelegte postalische Umfragen aus der Zeit vor und nach Einführung der Rauchverbote in der Gastronomie, durchgeführt auf der Grundlage einer Random-Stichprobe aus dem Einwohnermelderegister in den Jahren 2004, 2008 und 2011 (N pro Erhebungszeitraum 410-689). Den Erhebungen zufolge ist die Bereitschaft, Rauchverbote zu befürworten, kontinuierlich gestiegen. Es wird - wie im Fall von Kneipen und Bars - jedoch nicht notwendigerweise ein totales Rauchverbot, sondern ein partielles Rauchverbot (mit Raucherräumen oder Raucherkneipen) befürwortet. Ob sich Nichtraucher für Rauchverbote aussprechen, ist maßgeblich davon abhängig, welche Gefahren sie dem Passivrauchen zuschreiben. Überproportional befürwortet werden die Verbote von Personen, die ihre eigene Gesundheit als 'sehr gut' einstufen. In früheren Erhebungen bestand diese Beziehung nicht. Vermutlich ist die neue Konfiguration Ausdruck einer Situation, in der die Bejahung von Rauchverboten zum Bestandteil eines Lebensstils geworden ist, der von den jeweiligen Akteuren als betont gesundheitsbewusste Lebensführung verstanden wird." (Autorenreferat)Tobacco use is undergoing a process of relabeling. Whereas it was once widely seen as 'normal', it is now undergoing a labeling process that makes it a form of deviant behavior. The paper deals with the change in people's attitudes towards tobacco bans in the public. It is based on three representative mail surveys in the general population of the city of Hamburg, Germany, in the years before and alter the introduction of smoking bans in restaurant and pubs, based on a random sample from the city register and conducted in the years 2004, 2008 and 2011 (N between 410-689). The surveys document that the support for smoking bans has increased over time. But this does not always include the plea for total restrictions, but often for partial restrictions only, as in case of pubs. Whether someone argues in favor of restrictions is mainly dependent on the perception of health hazards due to passive smoking. Respondents who rate their health as 'very good' have a greater inclination than others to prefer smoking bans. This relationship did not exist in earlier surveys. It is assumed that the new constellation is a reflection of an emerging situation where the support of smoking bans has become part of a self-perceived healthy lifestyle.</td></tr>

Als größtes Projekt kam 2009 die German Longitudinal Election Study (GLES) hinzu. Zu den Aufgaben des Forschungsdatenzentrums Wahlen gehören die Aufbereitung und ausführliche Dokumentation von Primärdaten im Sinne ihrer langfristigen Nutzbarkeit in Forschung und Lehre, wissenschaftliche Mehrwertdienste, Wissensvermittlung und Forschung. <tr><td colspan="2">Despite studies on microfinance (MF) or development of microfinance institutions (MFIs) in Asia developing countries, including countries as member states of the Association of Southeast Asian Nation (ASEAN), are growing, not so much attention have been given to the role of MF in financing micro, small and medium enterprises (MSMEs). Based on a key literature study and analysis of secondary/national data, the main aim of this study is to fill this gap. It shows that in many ASEAN member states (AMS) MF has developed to some significant degree, although the rate of growth (e.g. number of MFIs, number of depositors and debtors, total loans allocated, etc.) as well as the market structure of MF vary across member states. From the Indonesian case this study comes with two most interesting facts. First, majority of MSMEs do not have access to credit from banks and/or other formal non-bank financial institutions. Second, MF services or MFIs are growing fast, and the most popular MF program so far is Kredit Usaha Rakyat (KUR), or people business credit (i.e. a credit scheme without collateral), introduced during the SBY period.</td></tr>

<tr><td colspan="2">Since the death of Mao Zedong in 1976 and Deng Xiaoping in 1997, factionalism and power struggle as the characteristic of leadership change in China has ended. Although factionalism still exists, it has been converted to collaboration among all factions within the Chinese Communist Party (CCP). The election of Xi Jinping to the presidency of the People’s Republic of China (PRC) and to the position as General Secretary of the Chinese Communist Party (CCP) is therefore, as the result of cooperation among factions. This paper discusses various challenges, including nationalism as the most serious issue faced by Xi Jinping as a leader elected through compromise.</td></tr>

Vor dem Hintergrund eines erweiterten Begriffs des 'Politischen' wird zum einen argumentiert, dass junge Menschen gegenwärtig in einen Bereich neuartiger Politikformen und Praktiken eingebunden sind, der eng mit der Omnipräsenz digitaler Medien verknüpft ist. Zum anderen wird herausgearbeitet, wie Medien bei den Occupy-Protesten genutzt werden, um Forderungen nach sozialer Gerechtigkeit zu artikulieren.</td></tr>

<tr><td colspan="2">This article explores the idea of education and science as systems, describes the specifics of systematic methodological approach as the basis for the study of integration of scientific and educational spheres. The study of the subject as an integrated system involves the explanation of what constitutes its integral system of quality, properties and laws: on the one hand, the laws of external integration of parts into a whole (system formation); on the other hand, the internal laws of the structure, functioning and development of the whole; third, the laws of interaction with the living conditions in the surrounding reality. According to the theory of general forms of integration of science, education, considered separately from each other can be represented as a system, because they have a backbone connection, arranged to form a complete unity of laws, regularities, principles, requirements, both in one and in other spheres. It is also advisable to speak about integrative interaction of science with education through a systemic approach, which is understood as a specific internally unified educational position, which has deep roots in the systemic nature of human thinking and practice. System views meet contemporary qualitative analysis of the scientific-educational sphere. They reveal the regularities of their integrative interaction, build, systematise a complex picture of reality, play a leading role in the synthesis of scientific knowledge. The Russian education system is a large system and should be explored in terms of large systems, characterising its functionality, multi-elementionality, the subordination of certain historically-proven accurate strategies. As a general methodological approach to research practices is the idea that the social purpose of the educational system − the training of educated people, capable of reproduction and development of modern humanity in all its diversity of life.</td></tr>

At the same time, a recent United Nations Commission on Human Rights report accuses the Eritrean regime of gross human rights violations. President Isayas Afewerki sees Eritrea’s regional and international isolation since its war with neighbouring Ethiopia (1998–2000) as evidence of a conspiracy between Ethiopia and influential Western states. Every month between three and five thousand Eritreans attempt to flee the total mobilisation instituted for national defence. The analysis focuses on attitudes towards climate change mitigation policies in 27 EU countries using Eurobarometer data from June 2011. In the analysis, a random intercept multilevel model is used to test the relative strength of different individual level and country level effects. The results support the hypothesis that a higher level of prosperity leads to more concern about the environment. This study shows that individual affluence is an important determinant of the level of individual support for climate change mitigation policy. <tr><td colspan="2">The paper is divided in three sections. In the first section, I question the use of the statist redistributive paradigm in federalism. In the second section, I argue that efficiency is a moral principle and that it has a strong normative appeal, especially in contexts of diversity. I show that adopting efficiency as a guiding principle to think of the role of the state, especially in contexts of pluralism, as in MNF, allows us to consider the division of competences in a way that is yet unexplored in political philosophy. Furthermore, I argue that embracing efficiency allows us to avoid the moral problems that other moral approaches encounter, especially as I will defend a non-utilitarian conception of efficiency. That also allows me to show that if one opts for the view that pictures federalism as an efficiency maximizing enterprise, it does not lead to a libertarian conception of federalism. Finally, I try to briefly sketch a possible connection between the principle of efficiency and republican ideal of ‘non-domination’ (Pettit 2012). More specifically I suggest that the pursuit of ‘non-domination’ is totally compatible with the pursuit of efficiency in MNF. In other words, the federal government can interfere to resolve government failures at the sub-unit level, for instance externalities, without being or becoming a dominating agent. The ideal of non-domination supports the sort of strong government interventions defended by egalitarians without having to compromise on the autonomy of federated entities. The combination of efficiency and non-domination ends with a defense of asymmetrical federal arrangements, without sacrificing the equality that states ought to preserve.</td></tr>

<tr><td colspan="2">The paper constitutes an attempt at examining the outlook and strategies of the local political elites in ECE countries. Specifically, the inquiry employs four elite groups in four towns, demographically similar and in developmental strategies: Tecuci (Galați county, Romania), Česká Lípa (Liberec region, the Czech Republic), Oleśnica (Lower Silesia voievodship, Poland), and Gyula (Békés county, Hungary), through the prism of the members of the Municipal Councils, for identifying and analyzing (a) the values, (b) the interactions with other groups, networks of power at local level, and (c) the priorities of the local elites. The level of decentralization specific for each of the four countries is employed as the major explanatory trajectory for the differences encountered; subsidiarily, the explanation focuses also on legacies of the ancien régime, experienced locally. Three models of local leadership in ECE are proposed: "predominantly elitistic", "democratic elitist", and "predominantly democratic", with the prospects of verifying their validity and pertinence in similar cases throughout the region.</td></tr>

<tr><td colspan="2">"In näherer bis mittelfristiger Zukunft werden Militärroboter menschliche Soldatinnen und Soldaten zunehmend unterstützen, sie teilweise sogar ersetzen. Bislang sind solche Vorgänge vor allem im begrenzten taktisch-operationellen Bereich zu beobachten; doch mehr und mehr wird sich das Aufgabenfeld den wachsenden technologischen Fähigkeiten der Robotik anpassen. Mit fortschreitender Automatisierung wachsen die Kompetenzen, die Robotern übertragen werden - diese agieren so zunehmend autonom. Im Zuge der Entwicklung werden Maschinen ein immer breiteres Spektrum an Tätigkeiten abdecken, so dass der menschliche Operateur nur noch übergeordnete Kontrollfunktionen wahrnimmt. Kommt es dabei zu autonomen maschinellen Entscheidungen, ob Waffengewalt anzuwenden ist, wird eine ethische Linie überschritten und eine grundsätzliche Frage nach der Qualität des Gewalteinsatzes aufgeworfen: Dürfen Maschinen über Leben und Tod von Menschen befinden? Auch aus militärischer Sicht müssten dann bislang geltende Prinzipien des Humanitären Völkerrechts maschinell umgesetzt werden, vor allem was das Gebot betrifft, zwischen Kombattant/innen und Zivilist/innen zu unterscheiden. Militärische Robotik könnte einen Paradigmenwechsel einläuten, der die Gleichungen und das Gleichgewicht der internationalen Sicherheitspolitik revolutioniert. Der Autor analysiert den Entwicklungsstand der Technologie, die Möglichkeiten ihres Einsatzes, die Auswirkungen auf strategisch-politische Entscheidungen -etwa das Für und Wider eines Militäreinsatzes überhaupt- und die zu erwartende Veränderung von Konfliktformen. <tr><td colspan="2">"In Europa verschwinden seit Jahrzehnten kleine Läden aus ländlichen Räumen, so dass gerade Personen ohne Auto immer größere Schwierigkeiten haben, sich zu versorgen. Der Beitrag vergleicht die verschiedenen Strategien zur Sicherung der Nahversorgung in sechs ausgewählten Ländern mit den Ansätzen in Deutschland. Die Strategien werden in die bestehenden Problemlagen und Marktbedingungen eingebettet, um systematische Vergleiche zu ermöglichen und die Übertragbarkeit der Ansätze diskutieren zu können. Zu diesem Zweck werden sekundäre Daten zu Kontextfaktoren ausgewertet sowie eine Literatur- und Internetrecherche zu den Strategien privater Initiativen, der Raumplanung, der Förderpolitik und der Bürgergesellschaft durchgeführt. Die Ergebnisse machen deutlich, dass sich die Versorgungsprobleme, Wettbewerbsintensitäten, das Verständnis von Nahversorgung als Teil der Daseinsvorsorge, das Potenzial bürgerschaftlichen Engagements und die verfolgten Strategien erheblich unterschieden. Die jeweilige Konstellation ist in allen Ländern verschieden. Insgesamt konnten die Aktivitäten in keinem der untersuchten Länder trotz teils erheblichen Aufwands die Ausdünnung der Nahversorgung stoppen oder gar umkehren. Teilweise entwickeln zwar Handelsunternehmen Dorfladenformate, die aber deutlich höhere Preise für die Verbraucher voraussetzen, so dass dieser Ansatz insbesondere für einkommensstarke Räume mit wenig Konkurrenz geeignet ist. Raumplanerische Regulierungen können das Verschwinden des traditionellen, inhabergeführten Einzelhandels verzögern. Die Übertragung strenger Regeln auf Länder wie Deutschland, in denen dieser Prozess bereits weit fortgeschritten ist, erscheint aber wenig sinnvoll. Deutschland, das unter anderem stark auf die finanzielle Förderung von Nahversorgungseinrichtungen setzt, kann hierbei von den internationalen Erfahrungen lernen. So sollten in erster Linie Investitionen in bestehende Einrichtungen gefördert werden und dabei klare Kriterien, die Bedarf und wirtschaftliches Potenzial erkennen lassen, zu Grunde gelegt werden." (Autorenreferat)"In rural Europe, small shops have closed down for decades and persons without a car available have increasing problems to supply themselves. The paper compares different strategies to maintain local supply in six selected countries with approaches in Germany. In order to compare systematically and to discuss the transferability of the approaches, we also investigate problem constellations and market conditions. Secondary data are thus analysed to shed light on contextual factors. We identified strategies of private initiatives, spatial planning, funding policy as well as communities by literature review and internet research. Our results highlight the differences regarding provision deficits, the intension of competition, the view of local supply as a service of general interest, the potential for community services, and the strategies pursued. The respective constellation differs among all countries. However, the strategies in neither of the researched countries were able to stop or even reverse the thinning-out process in spite of substantial effort. Some retail companies have developed a concept for village shops, but this entails higher prices for the consumers and is rather feasible for economically viable regions where the competition among shops is low. Planning regulation might postpone the disappearing of traditional independent stores. Transferring these regulations to countries like Germany, where this structural change is already far advanced, seems inappropriate. The German approach focuses on financial support among others and could be improved with the experiences researched in other countries. For example, investments in existing shops should be subsidized using clear criteria which indicate social demand and economic potential." (author's abstract)</td></tr>

<tr><td colspan="2">This paper presents a complex study of noise levels from road traffic source and the variation during the seasons in an old residential area located in the north-eastern part of Iasi city, an important educational and cultural centre of the country. The study reveal the correlation between noise levels and social activities developed in the area: low number of inhabitants because of the holidays time in August and the resumption of the educational activity in autumn, including school start in September and of the university activity in October. After direct observations, the measurements were made with digital sound –level meter Quest Technologies, 1400 model in five hour intervals 7:00 - 8:00; 10:00 - 11:00; 13:30 - 14:30; 18:00 - 19:00; 19:00 - 20:00. The monitoring of Equivalent Continuous Noise Level (Leq) were made in 30 points located along the different type of roads in the second part of August – October 2009, with different admissible levels, showing the exceeding of the limit in 5 points in September and 8 points in October. It can be observed an important difference during the week in the monitoring period, between Monday to Friday and the week-end with lower values 59.64 - 6.5 dB (A) in August, 61.98 - 5.14 dB (A) in September, 63.9 - 5.3 dB (A) in October and among the four street categories with major differences between first category: 66.89 dB (A) and fourth category 47.69 dB (A), so that urban noise can be stratified according to a prior classification of a town’s streets due to their use and functional characteristics. Sound levels monitoring and statistical data processing (Pearson correlation coefficient, Tukey range test) sustain the fact that road traffic is main source of noise in the area, differentiated in correlation with street category, a decrease in noise with increasing street category, with insignificant differences between first and second street category thank to the best management and traffic control.</td></tr>

<tr><td colspan="2">"Mit dem Wirtschaftspartnerschaftsabkommen EU-CARIFORUM wurde 2007 ein Freihandelsabkommen geschlossen, das die bisherigen einseitigen Handelspräferenzen der EU ablöst, die mit dem Welthandelsrecht nicht vereinbar waren. Das Abkommen will nicht nur den Handel liberalisieren, sondern verfolgt weitere politische Zielsetzungen wie Wirtschaftswachstum, Armutsbekämpfung, verstärkte regionale Integration der karibischen Länder sowie Umweltbelange. Es legt darüber hinaus fest, dass die Umsetzung eng durch handelsbezogene Entwicklungspolitik begleitet werden soll. Mit einem innovativen Ansatz wollen die Vertragsparteien erreichen, dass das Abkommen nicht nur neue Handelschancen eröffnet und zu nachhaltiger Entwicklung beiträgt, sondern zugleich gewährleisten, dass mit Flexibilitäten und Überprüfungsmechanismen ausreichende Instrumente zur Verfügung stehen, um Risiken zu minimieren. Kritiker befürchteten, die teilweise Öffnung der Märkte der Partnerländer werde zu Verwerfungen auf deren lokalen Märkten führen. Nach einigen Jahren Erfahrung mit der Umsetzung lässt sich ein erstes Resümee ziehen, ob das Abkommen erfolgreich ist bei der Erreichung seiner hochgesteckten Ziele und als Modell für andere Abkommen zwischen ungleichen Handelspartnern dienen kann." <tr><td colspan="2">Can self-identification of occupation be applied in web surveys by using a look-up table with coded occupational titles, in contrast to other survey modes where an open format question with office-coding has to be applied? This article is among the first to explore this approach, using a random sampled web survey (N=3,224) with a three-level search tree with 1,603 occupations and offering a text box at the bottom of each 3rd level list. 67% of respondents ticked in total 585 occupations, of which 349 by at least two respondents and 236 by only one, pointing to a long tail in the distribution. The text box was used by 32% of respondents, adding 207 occupational titles. Multivariate analysis shows that text box use was related to poor search paths and absent occupations. Search paths for five of the 23 first-level entries should be improved and the look-up table should be extended to 3,000 occupations. In this way, text box use and, thus, expensive manual coding could be reduced substantially. For such large look-up tables semantic matching tools are preferred over search trees to ease respondent’s self-identification and thus self-coding. (author's abstract)</td></tr>

<tr><td colspan="2">Bürgerkriege in Mali, Nigeria und Südsudan scheinen das Bild vom "Kriegskontinent Afrika" zu bestätigen. In den letzten Jahren mehren sich in Wissenschaft und Medien jedoch Stimmen, die einen Rückgang organisierter Gewalt weltweit und auch im subsaharischen Afrika konstatieren. Inwieweit lassen sich diese Behauptungen belegen? Berücksichtigt man unterschiedliche Dimensionen von Gewalt und analysiert das zuverlässigste empirische Material, dann zeigt sich, dass die Häufigkeit aktiver Konflikte von 1990 bis 2013 nicht substanziell gesunken ist. Allerdings kann die These bestätigt werden, dass die absolute und relative Intensität der Konflikte seit 1990 signifikant nachgelassen hat. Die Zahlen sprechen eine deutliche Sprache: Während im Jahr 1990 von 100.000 Einwohnern des subsaharischen Afrika noch über 70 Menschen in bewaffneten Konflikten starben, waren es 2013 nur noch 12. Der Trend ist seit Beginn der 2000er Jahre relativ stabil und entspricht, etwas verzögert, der weltweiten Entwicklung. Zwischenstaatliche Konflikte sind eine extreme Seltenheit geworden. Allerdings ist dies kein unumkehrbarer Trend. Diese Analyse beruht auf Schätzungen zu sogenannten "Gefechtstoten", Menschen, die direkt durch Kriegshandlungen getötet wurden. Die Schätzungen sind zwar mit einiger Ungenauigkeit behaftet, es spricht aber wenig dafür, dass die Anzahl der indirekten Kriegsopfer gleichzeitig überproportional gestiegen ist. Für den Rückgang der Gewaltintensität werden verschiedene Ursachen diskutiert. Besonders plausible Erklärungen sind die zunehmenden Bemühungen der Afrikanischen Union zur Lösung von Konflikten und der Einsatz von UN-Friedenstruppen sowie – von der westlichen Öffentlichkeit weitgehend unbeachtet – Fortschritte in der Demokratisierung und sozialen und wirtschaftlichen Entwicklung vieler afrikanischer Staaten. Die westliche Öffentlichkeit sollte das Klischee des "Kriegskontinents Afrika" korrigieren. Die Wissenschaft bleibt aufgerufen, Voraussetzungen und Bedingungen für Frieden zu identifizieren, die dann durch Politik und Zivilgesellschaft umgesetzt werden können.</td></tr>

<tr><td colspan="2">This article examines debates over local economic development policies and practices in contemporary Slovakia, particularly regarding property and land development. Debates about economic development often occur in relation to economic outcomes, driven by quantitative data and empirical assessments provided by city officials or consultants. In this article, I find that such debates are more likely to be driven by normative concerns, including moral outcomes. I develop a theoretical framework to understand why policy debates occur not in purely objective terms, but the more subjective normative and moral frameworks. The analysis provides greater insight into political debates and policymaking in the postsocialist context.</td></tr>

<tr><td colspan="2">The article seeks to elucidate some controversial problems of the formation of both civic and national selfconsciousness through analysing the politics of identity and citizenship, which has assumed increasing importance in Western and Eastern European countries. Citizenship is considered as a dynamic construct that should be viewed as a ‘process’ through which specific rights and obligations are exercised. The central task, therefore, is to analyse the evolution of various conceptions of citizenship in the light of historical experience, continuity and change, as well as the process of transformation of the model of political education that has emerged within the framework of the liberal political culture of the 19th century and has continued to exert a great impact on the development of political discourse in the modern world. Special attention is given to the comparative analysis of the models of civic and national identity in the USA, Western and Eastern Europe, including post-communist Russia. The author argues that the conception of identity as well, as the criteria for its defi nition, have become crucial in the discussion of problems of citizenship and political education. The issue remains whether an effective model of political education alone, i.e. without active citizens’ involvement and support, can have the potential not only to transform a political culture, but also influence the whole system of both secondary and university education. The final aim of the article is to prove the idea that a new conception of citizenship and political education could, in conditions of a deepening crisis, become the most important link binding civil society and the new content of the political making its way through corporative interests.</td></tr>

<tr><td colspan="2">Im Mai 2015 setzte Putin ein Gesetz in Kraft, das russischen Behörden erlaubt, vom Ausland unterstützte Nichtregierungsorganisationen (NRO) als "unerwünscht" zu verbieten. Ein ähnliches Gesetz zur massiven Einschränkung ausländischer NRO soll auch in China noch vor Jahresende verabschiedet werden. Mit dem Ende des Kalten Krieges verlagerten die westlichen Industrieländer den Fokus ihrer Entwicklungszusammenarbeit immer mehr auf die Demokratieförderung. Seit mehr als zehn Jahren sinkt die Toleranz der Empfängerländer gegenüber dieser "Begleiterscheinung" der Entwicklungshilfe, spätestens seitdem die USA ihren Kampf gegen globalen Terror begannen und die Farbrevolutionen in Georgien, Kirgisistan, der Ukraine und im Libanon Autokraten unter Druck setzten. Weltweit nehmen die Bestrebungen zu, das Engagement von NRO einzugrenzen. Die in den einzelnen Ländern gewählten Methoden zur Kontrolle der NRO sind vielfältig und reichen von regulativen Einschränkungen bis hin zu Repressalien. Russland kommt dabei eine Art Vorreiterrolle zu; die chinesische Regierung bezieht sich ausdrücklich auf das Vorgehen von Moskau. Neuere Gesetzesvorhaben sind meist Teil eines Gesamtpaketes, das zivilgesellschaftliche Beteiligungsrechte insgesamt beschränkt. Auch halbautoritäre und demokratische Regierungen wie in Ungarn oder Indien versuchen aus Angst vor politischem Kontrollverlust, die Einflussmöglichkeiten ausländischer Organisationen zu verringern. Gleichzeitig sollen damit auch unliebsame inländische Akteure im Zaum gehalten werden. Der Trend, zivilgesellschaftliche Spielräume einzuschränken, wird nicht abebben. Es ist eher von einer Gegenbewegung "antidemokratischer Förderung" auszugehen. Dafür nutzen die autoritären Staaten auch eigene Institutionen und Organisationen im Ausland. Der zunehmende ideologische Protektionismus im Verbund mit staatlich geleiteten Soft-Power-Offensiven zur Gestaltung der globalen Wertedebatte stellt die internationale Kooperation vor neue Herausforderungen.</td></tr>

The texts analyzes the de lege lata regulations as well as the de lege ferenda ones. As for the former, the penal provisions of the Act, that is Articles 153b–153d (Chapter 10a) are applicable, whereas as for the latter, the applicable regulations are the 2013 Bill Articles numbered 197-199 (Chapter 10). In both the 2002 Act on the Internal Security Agency and Foreign Intelligence Agency as well as in the 2013 draft Bill of the Internal Security Agency, the legislator penalizes the employment by the officers of the information acquired while fulfilling or in connection with official duties for the purpose of affecting the operation of public authority bodies, entrepreneurs or broadcasters, editors-in-chief, journalists and persons conducting publishing activity. <tr><td colspan="2">Es gehört zu den erklärten strategischen Interessen Berlins und Brüssels, regionale Integrationsprozesse im Rahmen der Association of Southeast Asian Nations (ASEAN) zu fördern. Dabei ist Indonesien als selbsternannte regionale Führungsmacht und Motor regionaler Integration zentraler Partner deutscher wie europäischer Außenpolitik. Unter der seit Oktober 2014 herrschenden Regierung Joko Widodos (»Jokowi«) ist jedoch ein Wandel zu beobachten. Die politische Führung ist der Auffassung, Indonesiens nationalen Interessen müsse in allen außenpolitischen Belangen oberste Priorität eingeräumt werden. Dies hat inner- und außerhalb der Region Besorgnis hervorgerufen, Indonesien könnte sich von der ASEAN abwenden. Um die Veränderung indonesischer Außenpolitik gegenüber der ASEAN unter Jokowi einordnen zu können, wird in dieser Studie untersucht, welche Rolle Indonesien in der ASEAN seit 1998 spielte. Festzuhalten ist, dass sich die Rolle des Landes in der Regionalorganisation von Politikfeld zu Politikfeld stark unterscheidet. Während Indonesien sich beispielsweise in der Sicherheitspolitik als Vorreiter profilierte, hat es im wirtschaftlichen Bereich regionale Integrationsschritte nur äußerst zögerlich umgesetzt oder gar offen blockiert. Einiges spricht dafür, dass sich Jakartas Abwehrhaltung unter Jokowi bei Fragen wirtschaftlicher Integration noch verstärken wird. Gleichzeitig jedoch ist ein vollständiges Abrücken Indonesiens von der ASEAN nicht zu erwarten, da unter den Entscheidungsträgern im Land nach wie vor die Überzeugung vorherrscht, dass die ASEAN das wichtigste regionale Instrument für Frieden und Stabilität bildet. <tr><td colspan="2">À partir d’une enquête sur la traite prostitutionnelle conduite au Viêt Nam, au Cambodge et à Singapour, cette thèse propose une anthropologie économique des relations intimes que les femmes prostituées vietnamiennes nouent avec des opérateurs informels de crédit, avec des facilitateurs de la migration prostitutionnelle, avec des employeurs de l’industrie sexuelle, avec leur famille ainsi qu’avec les hommes qui rétribuent leurs services. Alors que l’économie de marché, à laquelle le Viêt Nam adhère depuis les réformes du Renouveau (Đổi mới) en 1986, pousse ces femmes à entreprendre, à investir, à s’endetter, à consommer et à migrer, de nombreuses embûches se dressent sur leur chemin : exclusion du marché de crédit, coût élevé de la migration transnationale régulée, obligations de solidarité familiale, inégalités de genre, risques de stigmatisation. Pour se frayer un chemin dans cet univers d’opportunités et de contraintes, elles utilisent l’intimité comme une ressource polyvalente et stratégique afin d’augmenter leurs marges de manœuvre et d’étoffer leurs répertoires d’action. La réflexion proposée s’appuie sur un concept capable de rendre compte de la fluidité des parcours et de l’articulation entre économie et intimité : les carrières intimes. Cette perspective invite à examiner les parcours de dette à la lumière de l’évolution récente des marchés financiers et de la migration prostitutionnelle, mais aussi les trajectoires de care au regard du régime « familialiste » de bien-être promu par l’État, les carrières sexuelles au prisme des inégalités de genre et notamment de la division sexuelle du travail, ainsi que les carrières morales en référence à la politique de lutte contre les « fléaux sociaux ». Nourrie d’un solide socle empirique privilégiant l’ethnographie économique de l’intime et le suivi longitudinal ainsi que d’une longue expérience avec les ONG luttant contre la traite en Asie du Sud-Est, cette recherche dépasse rapidement son objet initial, la traite, pour mettre en relief des aspects inédits de la vie des femmes vietnamiennes et interroger la place de l’intimité dans l’économie de marché. Sur le plan théorique, ce travail construit son objet sur l’anthropologie de l’esclavage, sur la sociologie « déconstructiviste » de la traite, sur la sociologie économique de l’intimité et sur la sociologie des carrières.</td></tr>

<tr><td colspan="2">In this paper, we employ a public choice perspective to analyze the development of policies for renewable energy sources (RES) in the EU in general and in Germany more specifically. In doing so, we explain the main characteristics of current RES policies in the EU by reference to the selfinterest driven motivations of voters, stakeholders and political actors. One important puzzle, which we address, is the following: How could effective RES-policies be introduced against the political opposition of fossil-fuel interest groups in the past? Via analyzing the German example in more detail, we show how over time a self-reinforcing interplay of ideological and financial RES support has emerged. Moreover, we demonstrate that observed specific design choices for EU RES policies, such as largely riskless remuneration schemes, high degrees of technology differentiation and decentralized decision-making across Member States, can be traced back to politicians’ need to balance a variety of partly opposing interests. A major benefit of the presented analysis is that it provides a realistic assessment of the challenges for RES policy reform – any reform effort critically depends on its ability to balance stakeholder interests.</td></tr>

<tr><td colspan="2">The BIR workshop brings together experts of Bibliometrics and Information Retrieval. While sometimes perceived as rather loosely related, they share various interests and face similar challenges. Our motivation as organizers of the BIR workshop stemmed from a twofold observation. First, both communities are only partly overlapping albeit sharing various interests. Second, knowledge transfer would be profitable for both sides to tackle some of the emerging problems scholars face nowadays when they have to deal with identifying relevant and high quality literature among the very fast growing number of electronic publications available worldwide. Bibliometric techniques are not yet widely used to enhance retrieval processes in digital libraries, although they offer value-added effects for users. Information professionals working in libraries and archives, however, are increasingly confronted with applying bibliometric techniques in their services. The first workshop in 2014 set the research agenda by introducing each other state-of-the-art methods, reporting on current research problems, and brainstorming about common interests. The second workshop in 2015 continued the overall communication and reunification. This third BIR workshop continues to foster a common ground for the incorporation of bibliometric-enhanced services into scholarly search engine interfaces. In particular we address specific communities, as well as studies on large, cross-domain collections like Mendeley and ResearchGate. The third BIR workshop addresses scholarly and explicitly industrial researchers.</td></tr>

<tr><td colspan="2">Der Beitrag versucht die Frage zu klären, inwiefern es einen fachliterarischen Kanon in der Interkulturellen Bildung gibt und was ihn ausmacht. Zur Beantwortung der Frage wird auf Befunde einer kleinen Umfrage unter Expert_innen der Interkulturellen Bildung im deutschsprachigen Raum zurückgegriffen, die die zehn wichtigsten Texte, die Studierende der Interkulturellen Bildung gelesen haben sollten, nennen sollten. Die Ergebnisse zeigen, dass das Feld um wenige Autor_innen herum zentriert ist, die v. a. aus den Erziehungswissenschaften stammen, und eine spezielle Textform wissenschaftlicher Publikationen dominiert: das Lehrbuch.This article intends to question the existence and content of a specialized literary canon in the field of intercultural education. In order to investigate this question a small survey with German speaking experts of intercultural education was carried out. These experts were asked to name the ten most important texts that students of intercultural education need to read in the course of their studies. The results show that the field is centered on a relatively small circle of authors, positioned in education studies, and that a special text type in scientific publications dominates: namely the textbook.</td></tr>

<tr><td colspan="2">Industry professionals are permitted to teach in Michigan's federally funded Career and Technical Education (CTE) secondary programs, before completing a teacher certification program, under the Annual Occupational Authorization (AOA) provision. This study reviews their academic foundations, professional credentials and their pedagogical knowledge and skill levels. Findings include that most AOA teachers possess post-secondary academic credentials and extensive service records in their previous industry careers. The study identified relationships between the age and educational backgrounds of AOA teachers and their use of specific instructional activities and a statistical relationship between their years teaching in the CTE classroom and the degree of collaboration with academic, industry and occupational colleagues. While AOA teachers are confident in their ability to share occupational knowledge and skills, they lack an extensive awareness of authentic assessment strategies. Recommendations include establishing Teacher Mentoring programs, where both academic and occupational peers serve as mentors to AOA teachers.</td></tr>

Dieser Lesart zufolge versucht China, schrittweise die Kontrolle über das Südchinesische Meer zu gewinnen, um eine nach allgemeiner Überzeugung strategisch bedeutsame Region zu dominieren. Eine Untersuchung der militärischen Dimension des Inselstreits kann dazu dienen, manche dramatisierende Darstellung als fragwürdig zu erweisen. Yet on its Caucasian margins, the Russian state continues to find itself confronted with challenges that affect its internal security and stability as a multi-ethnic state. Dagestan, the largest of the Caucasian republics, has become a flashpoint between security forces and the armed insurgency during the past five years, while changes in Islamist leadership have made it the ideological and logistical centre of North Caucasian jihadism; in this respect it has in fact overtaken Chechnya. What impact did the Chechen wars have on neighbouring Dagestan? How has the religious 'rebirth' since the end of the Soviet Union proceeded in this part of Russia, where Islam is more deeply rooted than anywhere elsewhere in the Federation? How does Dagestan's great ethnic diversity affect its political and social life? Erst ab Mitte der 1960er Jahre gewann der Blick auf das subjektive Wohlbefinden zunächst in den USA und etwas später in den 1970er Jahren auch in Deutschland an Popularität. In der Kriminologie wendete man sich dem Thema der Kriminalitätsfurcht zu, während in den Sozialwissenschaften auch das Konzept der Lebensqualität mit den subjektiven Aspekten Lebenszufriedenheit, Glück und Wohlbefinden in das Blickfeld gerieten. Die subjektive Perspektive besitzt seitdem politische und wissenschaftliche Relevanz, die unter anderem in der Erkenntnis begründet liegt, dass sich die objektive Lage und die subjektive Interpretation davon nicht nur voneinander unterscheiden können, sondern dass der subjektiven Perspektive auch eine erhebliche Bedeutung für das individuelle und gesellschaftliche Wohl zukommt. Wie relevant die subjektive Wahrnehmung für Handlungsentscheidungen der Menschen ist, beschreibt das von William I. Thomas und Dorothy S. Thomas beschriebene Thomas-Theorem: 'If men define situations as real, they are real in their consequences' (Thomas/Thomas 1928: 572). <tr><td colspan="2">In the midst of a public debate over the governing majority's project of a Constitution revision, the present paper revisits the unicameralism versus bicameralism debate, a classic one within the disciplinary fields of Constitutional Law and Political Science, and explores its relevance and applicability to Romania's current bicameral legislature. The research starts with an empirical approach, focused on the European area, of some theses more or less shared by field scholars regarding certain correlations between Parliament structure and other state-related variables, while also exploring worldwide trends, in an attempt to later on contextualize the Romanian case in both descriptive and explicative terms. Necessarily preconditioned by the employment of a conceptual framework meant to capture the considerable variety of contemporary bicameral legislatures, the subsequent debate is structured along nine major comparative analysis criteria ideally usable as legislative performance indicators. The final part addresses Romania's Parliament accordingly, from the historical background of its bicameral structure, to a detailed evaluation of its strength and weaknesses.</td></tr>

<tr><td colspan="2">Two explanations, institutionalization and socialization, are generally used to explain the impact of social context on how much one trusts others. This paper uses the case of international immigrants to show that the two assumptions are complementary. Cross-classified multilevel models fitted on EVS 2008-2009 data prove that immigrants' levels of social trust depend on one hand on the culture of trust in the country of origin, and on the other hand on the culture of trust in the host society. While the host is generally salient, the outcome is shaped by structural conditions. In a host society rich in immigrants, the impact of the local culture increases. A country of origin dependent on remittances tends to be more influential. Coming from a country poorer in social trust to a more trustful one boosts immigrants' likelihood to trust others.</td></tr>

<tr><td colspan="2">Turnout levels in the European elections have been substantially declining over the past decades. The entry into force of new sets of rules and EP prerogatives provided the MEPs with the power to break the chain of dissatisfaction with the EU institutions. The nomination procedure of the Commission Presidency, based on the EP directly elected majorities, brought more legitimacy to the electoral competition. From a symbolic perspective, the Commission became a functional equivalent of a European executive. However, the recent political reforms, instead of boosting political participation and public interest in the EU race, were of little consequence to the electoral mobilization. Moreover, the macro-level electoral results did not particularly alter the balance of power on the European arena. Conversely, the 2014 electoral race brought significant political gains for Eurosceptic or euro-critical parties. The article revisits the main explanatory factors behind the EU "legitimacy crisis": (1) the specificity of the European institutions and the lack of clear and significant choices at the EU level; (2) the "second order" elections thesis and the hybrid articulation of the EU regime (3) the inherent problem of the EU institutional design and political representation. The analysis of the 2014 elections suggests the emergence of a failed "foundational moment" in bringing more legitimacy and political participation at the EU level.</td></tr>

<tr><td colspan="2">Ghiță Ionescu, Romanian journalist and diplomat, arrived in London in March 1947. In the 1930's he had published several articles in leftist press. His communist simpathies were crushed by the Ribbentrop-Molotov Pact, on 23 August 1939, Ghiță Ionescu started hating with equal passion both Fascism and Communism. In October 1949, Ghiță Ionescu started teaching the Romanian language and history at the War Office as part of courses held by the prestigious School of Slavonic and East European Studies (SSEES) with London University. The director of the SSEES was probably the one who recommended Ghiță Ionescu for the European section of the BBC in 1950. Ionescu submitted an analysis of Cominform policies, recorded on magnetic tape on 8 June 1950 and broadcast on 15 June after the 19:00 news bulletin. Shortly after, the Romanian section of the BBC asked him for a longer version of that analysis. The text was broadcast by the Romanian section of the BBC on the evening of 22 June 1950. In late August 1950, he decided to submit a proposal to BBC management to turn "Letter from London" into a regular feature to be broadcast on Wednesday night every other week. The head of the Romanian section, Doreen Berry, told him on 12 September that he could continue the feature until the end of the year. Ghiță Ionescu was asked to focus "more on the international scene and less on special Romanian events". For five years, starting in 1950, “The Letter from London” was Ghiță Ionescu's signature feature.</td></tr>

<tr><td colspan="2">The 2000 Romanian General Elections marked the disappearance of the Romanian Democratic Convention (CDR), until then a remarkable fixture within the party system. The Convention's dissolution enabled other parties to emerge and fill in the void. This article explores these replacements at their geographical level. The historical region of Transylvania, once a stronghold for the Convention, became a favorable place for the Justice and Truth Alliance (DA) in 2004 and for the National Liberal Party (PNL) and the Democratic Liberal Party (PDL) in 2008. Using Exploratory Spatial Data Analysis (ESDA), we examine the geography of party replacement in six Transylvanian counties. ESDA indicates that the party replacement process within the Romanian context has a definite and clear geographical dimension. Our study shows the need to place electoral changes in a geographic framework for a better understanding of Romanian party politics.</td></tr>

Da er schon seine Reise zu den Moskauer Festlichkeiten im Mai nicht angetreten hatte, lässt das erste Treffen mit Chinas Präsident Xi Jinping weiter auf sich warten, und das, obwohl dieser schon zwei Jahre im Amt ist. Offenbar haben die chinesisch-nordkoreanischen Beziehungen, die sich seit dem dritten Nukleartest vom 12. Februar 2013 kontinuierlich verschlechterten, einen historischen Tiefpunkt erreicht. Irritiert sind viele chinesische Beobachter zudem von den brutalen innenpolitischen Säuberungen in Nordkorea. So wurde im Dezember 2013 der langjährige China-Verbindungsmann Jang Song-thaek binnen drei Tagen seines Amtes enthoben und zum Tode verurteilt. Verteidigungsminister Hyon Yong-chol wurde im April 2015 abgesetzt und hingerichtet - ein Schicksal, das auch zahlreiche andere Vertreter der nordkoreanischen Führungselite ereilte. Diese Ereignisse wurden vom chinesischen Außenministerium eher vorsichtig als »innenpolitische Angelegenheiten Nordkoreas« bezeichnet oder oftmals -selbst bei direkter Nachfrage- nicht weiter kommentiert. Chinesische Wissenschaftler hingegen äußern in Fachzeitschriften zurückhaltende Kritik an Chinas Nordkoreapolitik. <tr><td colspan="2">Having received fairly little attention during the height of the Arab Spring, the Palestinian issue has once again become a focal point of Middle Eastern politics due to recent events in Palestine - namely, the failure of another round of US-promoted bilateral negotiations in May 2014, the Gaza War in summer 2014, several terrorist attacks, and Palestine's membership in the International Criminal Court, which commenced on 1 April 2015. Current events related to the Palestinian issue appear to be contradictory and have left observers rather puzzled about what the future holds for Palestine. This issue of the GIGA Focus outlines and critically discusses three possible scenarios: a two-state settlement, a one-state solution, and prolonged occupation. A two-state solution, which is based on the dominant paradigm that the Israeli–Palestinian conflict will be "solved" sooner or later, could result either from a (bilateral) negotiation process - as favoured by the leading Western powers - or from a successful unilateral state-building process in Palestine. A one-state solution (which is also a solution-based scenario) covering the territory of what is today Israel plus the occupied Palestinian territories (East Jerusalem, the West Bank, and the Gaza Strip) could take two forms: a binational democratic state of Israel/Palestine or a Jewish Israeli state. An alternative to these two solution-oriented scenarios is that, for the time being, occupation remains the form of government in East Jerusalem, the West Bank, and the Gaza Strip. This is based on the idea that, some adaptations to changing environments notwithstanding, occupation has proven to be robust since it was introduced following the June War of 1967.</td></tr>

<tr><td colspan="2">The right wing Hungarian governing party (Fidesz - Alliance of Young Democrats), often refers to France and French Gaullism as a political inspiration. This paper asserts that, despite some limitations, Gaullism is a viable analogy for better understanding the nature of Orbánism. The article identifies the major characteristics of Gaullism and Orbánism in order to systematically compare them by addressing the topics of: national grandeur and the importance of foreign policy; anti-liberalism, populism and etatism; antiparliamentarism; charismatic leadership and direct democracy; legality and legitimacy; the creation of a new constitution and the movement's approach to history. The concluding remarks discuss the limits of the analogy and make suggestions for further analyses.</td></tr>

Dabei wird von der Vermutung ausgegangen, dass großflächige Gemeinden höhere laufende Ausgaben je Einwohner aufweisen und in weiterer Folge über eine schlechtere finanzielle Performance verfügen als kleinflächige Gemeinden. Beispielsweise haben flächenmäßig größere Gemeinden ein umfangreicheres Straßen, Wasser- und Kanalisationsnetz instand zu halten. Des Weiteren gibt es aufgrund der teilweise sehr verstreuten Ortsteile vielfach Kleinstschulen, Kindergärten, Veranstaltungs- und Verwaltungsräumlichkeiten und nur durch Subventionen erhaltungsfähige Nahversorger. Dies alles sind Gründe dafür, dass großflächige Gemeinden mit höheren laufenden Ausgaben konfrontiert sind als kleinflächigere Gemeinden, die ihre Infrastruktur kompakter und zentraler ansiedeln und damit effizienter verwalten können.</td></tr>

This publication focus on the case study of Poland. It is supposed to provide a multidimensional view of old age issues and issues related to aging and care for old people in society. We believe that it is natural also to name individual spheres, in which society has some eff ect, either direct or indirect, within issues concerning seniors. Most of all, military tensions in the Baltic region engender a collective threat perception vis-à-vis Russia. The pressure to respond is boosting a historically rooted security cooperation between the Nordic and Baltic states. A shifting of priorities is becoming apparent within the institutional cooperation, which is moving from a forum of exchange towards a shared framework of action. The countries involved are responding to traditional military threats and new security challenges with intensified and innovative cooperation. <tr><td colspan="2">Die Frage nach den gesellschaftlichen Implikationen der Google-Dienste steht schon länger auf der wissenschaftlichen Agenda. Auch die Rechtswissenschaft hat sich dieser Frage in der Vergangenheit bereits angenommen: Ansatz waren dabei häufig Fragen des Datenschutzes und des Rechts der Nutzer auf informationelle Selbstbestimmung. Eine Evaluierung der Relevanz des Suchmaschinendienstes als ein zentrales Funktionselement im Internet für die öffentliche Meinungsbildung steht allerdings noch aus. Dieser Frage versucht sich der Aufsatz unter Rückgriff auf neue Forschungsergebnisse aus der Kommunikationswissenschaft rechtswissenschaftlich zu nähern. Danach ist die Suchmaschine wegen ihrer Relevanz für die Meinungsvielfaltssicherung in eine gesellschaftliche Verantwortung hineingewachsen, deren Erfüllung der Gesetzgeber aufgrund seiner Gewährleistungsverantwortung absichern muss. Hierfür werden erste Regulierungsansätze vorgeschlagen, an denen sich eine Neuregulierung orientieren könnte.Scientific research on the societal implications of Google’s manifold set of services has a long-standing tradition. Legal scholars have so far mainly focused on data protection, privacy and the "right to informational self-determination". Search engines’ role in opinion formation, however, has rarely if ever been the subject of a rigorous analysis. This article draws on recent research from mass communication research in order to provide a first assessment of the necessity and possible approaches to search engine regulation from the perspective of media law and plurality.</td></tr>
