In the article the authors share their view on the basic issues of Russian
ideological policy in terms of creation and further development of the
Eurasian Economic Union. The article briefly describes such ideological
trends as nationalism, religious fundamentalism, fascism, Soviet socialism
and liberal democracy. The authors conclude that it is necessary to justify
the Eurasian integration as an ideological basis for the post-Soviet space.

2. Совершенствование механизмов учёта Интересов населения на севере России

We studied the mechanisms of current consideration of the interests of the
population of the northern territories of the country and provides
recommendations for their improvement. The author analyzes the key government
institutions, scientific research and analytical centers and universities,
whose potential can be the basis of long-term to improve the quality of
decision-making and implementation of management with a focus on the actual
needs and interests of the population of the northern regions of the country.
The quality of the accounting system and the interests of the people of the
Arctic Arctic territories in the preparation and implementation of strategic
programs of their socio-economic development largely determines the formation
of long-term human resource capacity development areas. Therefore, the study
of mechanisms of articulation and aggregation of interests of the population
of the northern territories and taking them into account in the planning
processes of strategic development, as well as development directions of
their improvement is significant and relevant today.

This article deals with challenges of vocational guidance of pupils under
conditions of modern requirements. The author analyzes some factors that have
an impact on professional self-determination of the younger generation. There
is a strong need to develop individual abilities of students and match the
level of secondary education and achievements of scientific and technical
progress. More than that, an expansion of differentiated instruction and a
development of a network of specialized schools and classes with in-depth
study of various subjects are required for the modern educational system. As
the result of the research, the author proposes to intensify the work with
young people to identify their real interests and abilities. Also, this work
should form a belief in the right career choice that meets their personal
inclinations and needs of society as a whole.

as the first public step in a person's life is discussed. More than that, the
family is considered as a social institute, which helps in the process of

relationships between families and schools, taking into account those

11. О таможенной политике России в северном Азербайджане (XIX- начало XX ВВ.)

Following the Russian conquest of the territories of Azerbaijani khanates in
the first decades of the 19th century, a stong need to create custom posts on
the southern borders of the Russian Empire arose. The Chief of the Russian
troops in the Caucasus P.D. Tsitsianov initiated the establishment of customs
posts in the South Caucasus in 1803. The article states that shortly after
the conquest of the territory of the Baku Khanate (October 1806), the
official document, which provided for the creation of new customs offices,
was submitted for approval by the Russian Emperor Alexander I (1801-1825).
Therefore, an implementation of the Russian customs policy in the mentioned
territory begins with this historic moment.

13. Value resource of social adaptation and professionalism

Value dimension of human life is considered in the article as a powerful
resource for social adaptation since it provides the possibility of spiritual
motivation of changes, required by objective conditions, while maintaining
the identity of the subject himself. In order to manage the processes of
social adaptation effectively, it is necessary for each specific subject of
culture to determine the extent to which the changes, required by the
objective conditions of life, are relevant to the content of value resource
of this subject. The real difficulties that many people have faced in the
process of social adaptation to the conditions of market economy in Russia
had not demanded essential changes in their value orientations. On the
contrary, social adaptation brought them freedom from the performance of
“alien” roles and the opportunity to realize their genuine professional
calling.

The "Parent Outreach Worker Program" (POW program) aims to identify, reach
out to, and assist families with children who may be isolated or otherwise
struggling by providing them with increased access to services and support.
The POW program is currently being piloted in two priority neighbourhoods of
Guelph, Ontario. The POW program is part of a cross-sectoral, community-based
"Nurturing Neighbourhoods" initiative that is grounded in the philosophies
and principles related to the social determinants of health, health equity,
and early help in child welfare. This report details the findings of an
evaluation that was conducted in 2013-2014 to determine whether the POW
program is being delivered as planned and the extent to which it is achieving
its intended outcomes. Evidence used for the evaluation include program
implementation data inputted by the Parent Outreach Workers (POWs) and a
series of interviews and focus groups conducted with program stakeholders
including the POWs, parents who use the POW program, and a variety of
associated service providers and community resource people. This early
evaluation evidence indicates clearly that the POW program is generating very
significant outcomes for priority families as direct supports and as
intermediaries between those families and the community resources they need.
The POWs occupy an important space in marginalized communities, the
evaluation evidence shows, between formal services, informal community
supports, and the families most in need of support. Also emerging from the
evaluation data are some key "Impact Pathways" through which the POW program
is generating results. These Impact Pathways reflect many of the strategies
found to be effective in research literature on other outreach programs, and
as such may serve as a best practices framework for the establishment of
similar programs in other neighbourhoods.

Internet and World Wide Web were designed as research resources. It has been
diverted society that this use was planned. Many aspects of our daily life,
of which no less important are the media, have changed dramatically in the
last twenty years. In a just act of reciprocity, it would be nice that
science and research from obtaining advantage of these changes to its aims
and procedures. In this paper we apply this thinking to science as a shared
activity and emerging forms of research.
Tanto la Internet, como la propia World Wide Web, fueron diseñadas como
recursos de investigación. Ha sido la sociedad la que desvió este uso, que
era el previsto. Muchos aspectos de nuestra vida cotidiana, de los cuales los
menos importantes no son los de comunicación social, han cambiado
drásticamente en los últimos veinte años. En un justo acto de reciprocidad,
estaría bien que, como ya está sucediendo, de forma progresiva y eficiente,
la ciencia y la investigación obtuviesen provecho de estos cambios para sus
fines y sus procedimientos. En este trabajo aplicamos esa reflexión a la
ciencia como actividad compartida y a las modalidades emergentes de la
investigación. En lo relativo a la e-ciencia, el uso de los entornos sociales
y en general de Internet no sólo tiene efectos en la obtención de
conocimiento sino también en su difusión operativa en el mismo momento en que
se producen. El acceso abierto a los datos y a los resultados produce una
retroalimentación en la propia investigación que le confiere una naturaleza
compartida, colaborativa y más potente desde la perspectiva de la propia
investigación. Por otro lado las modalidades de investigación centradas en el
diseño no solo pueden validar el diseño sino aportar información relevante en
el contexto y en el progreso de la propia investigación.

22. Der Aufschwung kurdischer Politik: zur Lage der Kurden in Irak, Syrien
und der Türkei
Der Nahe Osten erlebt einen nicht gekannten Aufschwung kurdischer Politik.
Gleichzeitig stehen wichtige Weichenstellungen an. Im Irak hoffen die
Kurdinnen und Kurden auf die Gelegenheit, ihre Unabhängigkeit zu erklären,
was die Auflösung des Irak beschleunigen würde. In der Türkei sind der
Ausgang der Verhandlungen zwischen der PKK und der Regierung und die Zukunft
des Waffenstillstands offen. In Syrien werden die Kurdinnen und Kurden ohne
Unterstützung des Westens ihre für autonom erklärten Siedlungsgebiete nicht
halten können. Ein Rückzug der PYD würde dort mit der Gefahr einer weiteren
Welle ethnischer Säuberungen einhergehen. Humanitäre Krisen um die
Flüchtlinge aus Syrien und dem Irak, die Notwendigkeit zur Reetablierung
einer regionalen Ordnung und die eigene energiepolitische Abhängigkeit
zwingen Europa, sich über eine neue Kurdenpolitik Gedanken zu machen. Dabei
kann sich europäische Kurdenpolitik nicht länger darauf fokussieren, das
Vorgehen autoritärer Regime gegen ihre kurdischen Minderheiten zu
unterstützen. Eine solche Politik hat längst ihr Potential zur Herstellung
von Stabilität eingebüßt. Europäische Kurdenpolitik kann aber auch nicht
allein darin bestehen, sich vorbehaltlos mit den jeweiligen politischen
Forderungen der Kurdinnen und Kurden zu solidarisieren. Denn radikale
Lösungen in der einen oder anderen Richtung bergen das größte Gewaltpotential
in sich. Europäische Kurdenpolitik muss auf Ausgleich, Vermittlung und
Deeskalation gerichtet sein. Sie kann indes nur funktionieren, wenn ihre
Protagonistinnen und Protagonisten einerseits mehrere alternative
Entwicklungsverläufe in ihre Überlegungen einbeziehen und wenn sie
andererseits Kanäle für die Kommunikation mit allen Akteurinnen und Akteuren

23. Security cooperation in East Asia: structures, trends and limitations

"The East Asia region is facing a plethora of traditional and nontraditional
security problems: conventional and nuclear armament, territorial disputes,
resource conflicts, major power rivalries, natural catastrophes, piracy and
more. China plays a special role: The country's economic rise, its military
modernization and its foreign policy stance have led various countries in the
Asia-Pacific region to perceive it as a threat. East Asia is home to a
complex web of multilateral organizations, the most important of which are
formed around the ten ASEAN member states. But all these formats are based on
the consensus principle, and their focus lies on nontraditional, 'soft'
security issues. Although the central actors - the US, China and Japan - are
active in these organizations, they prefer bilateral forms of security
cooperation. The »allies and friends« of the US, for their part, are
increasingly intensifying security cooperation among themselves. Japan is
particularly active in this regard. Military contacts between the US and
China are also being expanded, which helps reduce the risk of miscalculation.
Europe plays virtually no role in the hard security issues of the region or
in the bilateral and trilateral formats dealing with security cooperation. If
the EU wants to be accepted as a foreign and security policy actor in East
Asia in future, then it must at the very least demonstrate continuous
high-level political commitment. Active EU involvement in conflict prevention
and management would also be needed. The EU should continue to support ASEAN
and its affiliated organizations - but it should be aware of the limitations
of these formats when it comes to dealing with traditional security issues."

24. Jihadism in Africa: local causes, regional expansion, international
alliances
The transnational terrorism of the twenty-first century feeds on local and
regional conflicts, without which most terrorist groups would never have
appeared in the first place. That is the case in Afghanistan and Pakistan,
Syria and Iraq, as well as in North and West Africa and the Horn of Africa.
Groups like al-Shabaab, Boko Haram and al-Qaeda in Somalia, Nigeria and
Algeria operate within and profit from local conflicts. Anyone wishing to
understand (and counteract) such forces must delve into the specific
circumstances within these countries, as well as others such as Mali and the
Sahel region. The effects of the multitude of personal ties, recruiting
networks and ideological influences connecting jihadist movements are felt
across countries, regions and even continents. Yet understanding the specific
conditions on the ground remains key to analysing events currently playing
out in the so-called African arc of instability that runs from East Africa to
Mauritania and extends as far north as Tunisia and south to northern Nigeria.

Die Verbraucherpolitik steht durch den enormen Wandel in der Kommunikation
der Verbraucher vor bisher nicht gekannten Herausforderungen. Im Jahr 2014
nutzten rund zwei Drittel der deutschsprachigen Wohnbevölkerung ab 14 Jahre
durchschnittlich 180 Minuten pro Tag das mobile Internet via Smartphones oder
Tablets (vgl. AGOF e. V. 2014; Markowetz et al. 2014; ARD/ZDF
Medienkommission 2014). Dabei ist das Smartphone als "der Spion in der
Hosentasche" (Presse- und Informationsamt der Bundesregierung 2014) fähig
eine Vielzahl von Daten über seinen Träger zu sammeln. Durch die Auswertung
dieser Daten lassen sich mit bestimmten Wahrscheinlichkeiten Aussagen über
individuelle Charaktereigenschaften, über Emotionen aber auch
Verhaltensprognosen treffen. Daraus ergibt sich für Unternehmen die
Möglichkeit, Menschen hinsichtlich ihrer wahrgenommenen Bedürfnisse zu
manipulieren. Neu dabei ist, dass der Verbraucher die Datenbasis selbst
liefert sowie das zunehmende Ausmaß der Auswertung und die undurchsichtige
Verwendung dieser Daten. Die Bedrohung für den Verbraucher entsteht, wenn er
glaubt, aus freiem Willen eine Entscheidung getroffen zu haben, diese
Entscheidung jedoch beispielsweise auf einer Informationsbasis beruht, die
aufgrund von beobachteten Vorlieben des Verbrauchers a priori präjudiziert
wurde. Dieser Beitrag zeigt, wie der Verbraucher dabei einer Kontrollillusion
unterliegt und welche Heuristiken Verbraucher im Umgang mit der Preisgabe
persönlicher Daten entwickelt haben. Darüber hinaus wird beleuchtet,
inwiefern Verbraucher von der Entwicklung profitieren können. Ferner werden
Implikationen für den Verbraucherschutz aufgezeigt.

36. Understanding the South China Sea: an explorative cultural analysis

The South China Sea has attracted considerable attention among politicians,
journalists and scholars since it has become a contested maritime space. Most
works concentrate on conflicts and negotiations to resolve the ensuing
issues. In this paper, a cultural theory will be applied to stress the
importance of conceptions of space found in different cultures. The South
China Sea is defined as "Mediterranean." By comparing it to other maritime
spaces, like the Baltic and the Mediterranean Sea, lessons will be drawn from
the "longue durée" of history, as analysed by French historian Fernand
Braudel and from concepts of the cultural theory of Oswald Spengler. The
paper will look at the South China Sea from two perspectives. The political
perspective will discuss various events that have happened due to political
tensions because of territorial demarcations, fishing rights and access to
natural resources. Comparing three "Mediterranean seas," I shall argue that
Mediterranean seas share certain properties that give rise to tensions and
even armed conflict, but also solutions to its problems. The second
perspective uses macro-sociology and cultural anthropology to classify and
understand actions of the general population as well as political leaders
when they ascertain property rights to Mediterranean seas.

39. The society of individuals: how to solve the dilemma of individualism and
holism in historical sociology

"One of the questions that Norbert Elias tries to resolve in his work -either
explicitly or implicitly- is the issue of the relationship between the
individual and society. Elias critically assesses two approaches to this
issue that sociology offered in his time, namely the Weberian conception of
individualism that postulates the human individual as the starting point of
sociological thought, and the Durkheimian conception of holism, which
considered society as a whole as the starting point, giving regard to
holistic, supra-individual social facts. Elias considers both of these
solutions one-sided and unsatisfactory, and in his conception tries to
supercede them. His strategy is close to that of Georg Simmel before him. It
consists in highlighting the "third" that lies between the individual and
society, which connects them. Simmel calls this "third" "Wechselwirkung".
Elias speaks about "figuration". In this article, we consider how successful
Elias' strategy is, its merits and its shortcomings. At the end of the text,
the author attempts to formulate his own solution of the discussed problem,
which is different from Elias's approach and based on the concept of "homo

"In recent years, sociology in Britain -and in national contexts influenced
by British sociology- has been diagnosed by various parties as suffering from
a wide range of ailments. These forms of selfcriticism become ever more acute
in terms of their potential effects as huge transformations in university
funding regimes are brought to bear on the social sciences. But none of these
critiques engages satisfactorily with what is a much more foundational and
serious set of problems, namely the very nature of sociology itself as a
historically-situated form of knowledge production. Sociology claims to know
the world around it, but in Britain today much sociology seriously fails in
this regard, because it operates with radically curtailed understandings of
the long-term historical forces which made the social conditions it purports
to analyse. A sophisticated understanding of the contemporary world is made
possible only by an equally sophisticated understanding of very long-term
historical processes, precisely the sort of vision that mainstream British
sociology has lacked for at least the last two decades. This paper identifies
the reasons for the development of this situation and the consequences it has
for the nature of sociology's knowledge production, for its
self-understanding, for its claims to comprehend the contemporary world, and
for its apparent social "usefulness". A markedly more selfaware and
historically-sensitive sociology is proposed as the answer to the pressing
question of what aspects of sociology should be defended in the turbulent

Benin Empire, one of the most significant native African cultural centres

the first contacts between Europeans and the Benin Empire and the subsequent
business activities, including slave trade. Special attention is paid to
European colonial expansion that culminated in the 1897 British invasion
which led to the conquest of the Benin City. The aim of the study is to draw

processes, which caused the fall of once a socially, economically,

from ancient times, through the Middle Ages and right up to today. It will
examine the terms which were used and which often depended not just on a
particular author but usually an entire social class. The most often used

politicians which were presented as the valuable opinions of the elite
whereas the concepts opinio, rumor or sermo were considered as low value and
unreliable opinions of plebeians to whom the ruling classes attributed the
spreading and creation of rumours. The concept of fama, more often fama
publica, indicated in the Middle Ages a local network of knowledge, a
mechanism for the collective evaluation of an individual. In this sense it
played an important role in the courts of law. The issue of rumours is common
to all subsequent historical periods because public opinion usually both
generated, and was supported, by rumour. The article also puts forward a
hypothesis why the all-powerful fama dissapeared from the courtrooms, why it

transnationalem Humankapital (Fremdsprachenkenntnisse, interkulturelle
Kompetenzen und Wissen über andere Länder und Gesellschaften) am deutschen,
niederländischen und britischen Arbeitsmarkt verändert hat. Auf der Grundlage
einer systematischen Inhaltsanalyse von Stellenanzeigen in regionalen und
überregionalen Tageszeitungen und von Eurobarometerdaten kann gezeigt werden,
dass die Nachfrage nach transnationalem Humankapital besonders in der Form
von Fremdsprachenkenntnissen im Zeitverlauf zugenommen hat. Sie ist besonders
hoch in hochqualifizierten Dienstleistungsberufen. Zugleich zeigen sich
deutliche Länderunterschiede in der Arbeitsmarktnachfrage nach
transnationalem Humankapital, die durch den Globalisierungsgrad eines Landes
und den Verbreitungsgrad der Landessprache plausibilisiert werden können.
Allerdings stößt die Validität einer Stellenanzeigenanalyse zur Ermittlung
von Qualifikationsanforderungen am Arbeitsmarkt an ihre Grenzen, wenn
bestimmte Kompetenzen in einer Gesellschaft als zunehmend selbstverständlich
erachtet werden, wie heutzutage z.B. die Englischkompetenz. Insgesamt können
wir jedoch zeigen, dass der Besitz von transnationalem Humankapital zu einer

"In this article, we analyse how globalisation has changed the demand for
transnational human capital (i.e. foreign language skills, intercultural
competences and knowledge about other countries and societies) on the German,
Dutch and British labour markets over time. Based on a systematic content
analysis of job advertisements in local and national daily newspapers, as
well as on Eurobarometer data, we can show that the demand for transnational
human capital, especially in the form of foreign language skills, has
increased in recent decades. This holds true particularly for high‐skilled
jobs in the service sector. Moreover, there are significant country
differences in the labour market demand for transnational human capital,
which can be explained by a country's level of globalisation and the global
diffusion of its national language. However, job advertisements are not
always a valid indicator to determine labour market demand for certain
qualifications which are increasingly taken for granted in a society, e.g.
English language skills. Nevertheless, we can show that the possession of
transnational human capital has indeed become an important asset on the

"During the past decades, innovation research has yielded countless empirical
studies in a variety of disciplines. For all this quantity, we still lack an
adequate understanding of basic qualities and mechanisms of its central
subject. Which processes and conditions bring innovation about? How does it
spread? And what is its genuine nature? Critics argue that these shortcomings
have their roots in the conceptual limitations of established perspectives on
innovation and in the fact that researchers confine themselves to studying
technical and scientific novelties or marketable products. This
self-restriction stands in marked contrast to the observation that innovation
plays an important role in contemporary societies. The term is at least
ubiquitous and its usage common in all societal fields. In the introduction
to this HSR Special Issue, we subscribe to this critique and argue that the
conceptual reductionism comes along with severe methodical and methodological
limitations. These become manifest in a joint dominance of quantitative
indicator-based research and ethnographic single case studies. Thus,
researchers of innovation disregard a variety of possible data types and
forms of analysis and rarely apply complex designs. It is also not common to
consider the combination of multiple types of data and analysis in mixed
methods approaches. The most serious issue, however, is that mainstream
innovation research remains ignorant of a multitude of potential research
questions and thereby loses sight of whole areas of interest. An overview of
the empirical studies in this HSR Special Issue shows that the range of
methods used is wider at the edges of the field of research. In order to
relate these methods to each other and to the theoretical foundations of
innovation research, we suggest a middle-range debate on methodology."

currently gaining new dimensions: Innovation is becoming increasingly
reflexive, heterogeneously distributed, and ubiquitous. Reflexivity implies
more than the intentional transformation of routine actions; it also refers
to the transformation of social practices based on continuously (re-)
produced knowledge about innovation. Thus, innovation itself becomes the aim
and purpose of social activities: as the meaning and motif of (what we will
refer to as the "semantics" of novelty), as a component of practical routines
(the "pragmatics" of creative action), and, finally, as part of
systematically (re-)produced social structures of generating novelty (the
“grammar” of innovation regimes). Heterogeneous distribution refers to the
observed shift from the individual entrepreneur to networks of innovation
involving divergent actors. Ubiquity indicates the current expansion of
innovation beyond the traditional spheres of science and economy and its
generalization into an imperative for social action. This article presents a
research framework that addresses the following key questions: How is novelty
created reflexively, where can this process be observed, and which actors are
driving it? By pursuing an extended notion of innovation, the framework
promotes a sophisticated, sociological lens which is more encompassing than
conventional economic perspectives. Our goal is to develop a more in-depth
and empirically founded understanding of the meaning of innovation in

"This paper introduces a methodological framework to develop dimensions for
measuring social innovation capacities of spatial units. The framework is
designed to ensure the compatibility of these dimensions with theoretical
concepts as well as innovative practices. Therefore, theoretical top-down
strategies have been combined with an empirical bottom-up strategy. From the
top-down perspective, we assess opportunities and limits of existing metrics
of technological-economic innovation in the light of theoretical requirements
of social innovation. As an interim result we present measurement dimensions
for social innovation at the national level. Within the framework of the
bottom-up strategy, we start our analysis from the local level. In
qualitative case studies in four German cities, we investigate whether these
dimensions are of significance for the innovative practice. In order to study
the innovation process in the context of innovative practice we look at the
example of the integration of migrants and discuss systemic determinants of
social innovativeness. Finally, these systemic implications have been used to

"The article presents Qualitative Comparative Analysis (QCA) as a method for
innovation research. Based on set-theory, a key feature of QCA is the
possibility to examine the necessary and the sufficient conditions for the
institutionalisation of innovations. QCA aims to identify equifinal
explanations for a social phenomenon, which consist of a combination of
several conditions. This approach distinguishes QCA from qualitative and
quantitative methods. Furthermore, QCA combines a comparative and a
case-oriented approach, which is especially interesting for the analysis of
innovations as context-sensitive and contingent phenomena. QCA as a research
approach and method is outlined briefly, with special regard to the tasks of
innovation research. Its application is presented in a study of the
conditions for equal pay regulations in OECD countries. The analysis shows
that the relevant actors for the institutionalisation of equal pay
regulations are either women's movements or unions but that neither are
solely sufficient for this legal innovation. Instead QCA also captures the

studies. It explores how two objects -a media installation and a robotic
hand- are configured as novel through a complexity of materialities, stories,
and bodies. In focus are small-scale interactions that signify relations
between technological objects and their stories. The methodological approach
advanced in this article focuses on the construction of comparability, the
perspective from which something is compared, and one’s own bodily
involvement in co-producing situations. Through two configurative moments,
rendering imagined objects and material referencing, this article delineates
how the installation and the robotic hand materialise imaginaries and how
they articulate stories of their difference. The proposed reconfiguration
avows novelty as a concept through which continuities can be drawn, just as

"The empirical question in this paper addresses problems of
institutionalizing inventories of knowledge under conditions of uncertainty.
As a focus, negotiations of discursive evaluation of the new or of inventions
as innovations lead the empirical approach. This determines the empirical
approach to understanding the process of legitimation, and makes patterns as
well as variations intelligible. What characterizes this research project is
an unconventional theoretically based setting by the sociology of knowledge
approach to discourse analysis (from now on SKAD) (Keller 2008) that will be
discussed in this paper. An extended comprehension of social innovation is
tied to the field of contemporary art where the assembly of novelty is
conventional and actors are mainly engaged with the selection and valuation
of novelty. In the first section of the article I introduce my methodological
and theoretical framework and relate them to questions of how to conduct
empirical research on innovations. The case study explores the question how
contemporary art is legitimized with reference to Howard S. Becker's theory
of art worlds. It builds a bridge between a semantic level of discourse and
the level of discursive practices. Section two introduces the field and the
case of the study, and how the study is arranged. Section three describes the
methods used, discussing the relevant aspects of the study for innovation

Ecuador

"Discursive development is fluid and continuous, making it hard to determine
the concrete moment of discursive change or innovation. The disruptive moment
of the introduction, disappearance or reformulation of a central political
concept can allow a closer definition of this moment of change, its context
and its direction. The analysis of political concepts within a given
discourse can contribute to the definition of discursive actors, specific
texts that introduce the concept in question and its trajectory within a
social movement or the society as such. This is exemplified in the indigenous
movement in Ecuador. This movement underwent a considerable discursive change
in the 1970s and 1980s, a renovation that still forms the basis for its
central position in national politics today. With this discursive shift, the
movement began to understand the indigenous peoples as nationalities with
state-like structures that would allow self-determination and give them a
right to autonomy. This innovation led to a radical discursive shift with
demands for a plurinational and -subsequently- intercultural reorganization
of society and state. The new discourse and the political concepts introduced
by the movement not only gave it a position to speak from, but also changed

"Many innovations occur over long periods of time as complicated and dynamic
processes. Ethnographies, which accompany innovation processes in real time,
enable to focus on the process-accompanying aspects, like ruptures and change
events, of such innovations. Though, such ethnographies require a great deal
of (time) investment, and in most cases, an interpretation of such a process
as an innovation is only possible at the end of this process, i.e., ex-post.
Ex-post conducted studies, like qualitative interview studies, are not
confronted with this problem. But, at the same time, they lack the
situational detailed knowledge of the field to make statements about the
innovation proceeding. Hence, for process accompanying investigations of
innovations, I propose the methods of ethnographic panel: a mixed methods
approach of multiple short-term field visits, during which, apart from
participant observations, the ethnographer focuses particularly on

"innovations", in our daily life. Who develops innovations? Even more
importantly, how are they developed? Research approaches for finding answers
to these questions regarding social innovations in an organizational context
is the focus of this article. Under the assumption that social innovations
are a result of learning, action, and social processes in organizations,
practitioners are seen as developers of social innovations. To provide
insight into the developmental process of innovation, I will compare the
grounded theory methodology that Tom Kehrbaum utilizes for innovation
research to the qualitative-heuristic methodology by Gerhard Kleining. Both
methodologies are chosen because they enable researchers to analyze social
processes, which lead to the solution of a problem. The main focus of this
discussion lies in the quali-tative-heuristic methodology and its use of the
qualitative experiment. The reason for this emphasis is anchored in the
interactive approach of the researchers with the field, which is well-suited
for examining the process of improving strategies for searching and finding

organization with respect to what individual actors in organizations mean
when they refer to innovation. More precisely, there are few research designs
with the goal to understand (Verstehen) the meaning of innovation in
organizations. To address this gap on a methodological level, I introduce an
interpretative research design to study the organizational sense-making of
innovation. Informed by the knowledge-based view of innovation and
organizations, this research design suggests a combination of the qualitative
methods artefact analysis, semi-structured qualitative interview and
participant observation to generate data. Using qualitative content analysis
to analyze the collected data separately, first-order concepts are
constructed. Joining these separate concepts with the constant comparison
technique creates second-order concepts and therefore a comprehensive
understanding of the meaning of innovation in an organization. The

because many innovations in general and scientific innovations in particular
emerge from such changes. However, investigations of innovations emerging
from research processes face the problem that the initial change of direction
in research by one or few researchers is an elusive phenomenon. The method
presented in this article contributes to solving this problem by supporting
the in-depth analysis of individual research biographies and of the emergence
of new directions of research in these. The method employs bibliometric tools
for a reconstruction of individual cognitive careers, embeds these
reconstructions in qualitative studies of research biographies, and provides
opportunities to link cognitive careers to the dynamics of scientific fields.
As we will demonstrate, the method is generic in that it supports not only
the investigation of scientific innovations but also, more generally, the
identification of thematic change in individual cognitive careers. Two

"Organizing the early stage of the innovation process, and hence the
development of ideas, is of considerable importance for the success of an
enterprise. During this stage, decision making is particularly difficult
because of both high complexity and high uncertainty. At the same time, these
decisions are far reaching because the outcome of the early stage has a
substantial influence on the results of subsequent stages. Social network
research shows that specific network constellations in particular favor the
development of ideas. To promote the development of these constellations, the
dynamics of networks have to be understood. However, the insights that have
been gained so far are insufficient. To go beyond these insights in the
article, initially a research question is developed from a
practice-theoretical point of view. The research aim is to explore the
constitutive conditions of the practices of initiating and conducting
idea-related interactions in the early stage of the innovation process.
Subsequently, the article critically examines the given methodological
approaches of social network research. It is demonstrated here that the
existing research gap is essentially the result of two central methodological
shortcomings. To overcome these shortcomings, a mixed-method design that

Absenkung des allgemeinen Rentenniveaus auf 42 Prozent verschärft das
Problem. Diesem negativen Trend setzt die Linkspartei ihr Konzept einer
»solidarischen Mindestrente« in Höhe von 1.050 Euro entgegen. Anspruch darauf
sollen alle in Deutschland lebenden Menschen unabhängig von einer vorherigen
Beitragszahlung in der Rentenversicherung haben. Vermögen in Höhe von 20.000
Euro und ein Freibetrag für »Altersvorsorge« in Höhe von 48.750 Euro sollen
unberücksichtigt bleiben. Ebenfalls unberücksichtigt bleiben soll eine
selbstgenutzte Immobilie mit bis zu 130 Quadratmetern Wohnfläche. Der
gewerkschaftliche Ansatz und der Ansatz der Linkspartei unterscheiden sich
hinsichtlich der Strategien zur Altersarmutsbekämpfung nunmehr fundamental
dadurch, dass die Gewerkschaften im Sinne ihrer Bürgerversicherungs-/
Erwerbstätigenversicherungsansätze prekär Beschäftigte in die gesetzliche
Rentenversicherung einbeziehen bzw. sie darin halten wollen, während die
Linkspartei nunmehr den Ausstieg aus der gesetzlichen Rentenversicherung mit

"Bevor Burundis Präsident Pierre Nkurunziza seine verfassungswidrigen Pläne
öffentlich machte, ein drittes Mal für das Präsidentenamt zu kandidieren,
erließ er Ende April 2015 erst einmal ein Sendeverbot für den wichtigsten
unabhängigen Radiosender Radio Publique Africaine. Als es dann Mitte Mai 2015
zu einem Putschversuch gegen ihn kam, nutzten die Putschisten diesen Sender,
um seine Absetzung zu verkünden. Nach dem Scheitern des Putsches wurde der
Sender von der Polizei besetzt und schwer beschädigt. Burundi ist kein
Einzelfall. Die Meinungsfreiheit in Afrika ist nach einer Periode
bescheidener Verbesserungen wieder deutlicher unter Druck, wobei globale
Tendenzen eine wichtige Rolle spielen. Der kontinentale Trend in Bezug auf
Meinungsfreiheit und andere bürgerliche Freiheiten ist eindeutig negativ.
Aber auf subregionaler Ebene gelten unterschiedliche Standards, das Horn von
Afrika steht besonders schlecht da. Bürgerkrieg und Terrorbekämpfung
vertragen sich schlecht mit Meinungsfreiheit, das zeigt der Blick auf
Zentral- und Ostafrika. Autoritäre Herrscher, religiöse Scharfmacher sowie
staatliche und nichtstaatliche Gewaltakteure haben gleichermaßen ein
Interesse, die veröffentlichte Meinung zu kontrollieren. Weltweit sind
autoritäre Ordnungsmodelle auf dem Vormarsch (Russland, China, Islamischer
Staat) – und das wird in Afrika rezipiert. Für die stark normativ bestimmte
Außenpolitik Deutschlands stellt dieser Umstand ein großes Problem dar. Die
Meinungsvielfalt und unabhängige Medien zu fördern, könnte -wie bereits Ende
der 1980er Jahre- zu einem schon fast subversiven Unternehmen werden. Zu
diskutieren ist, ob es eine Anpassung im Namen von "Realismus" geben sollte

65. Die Krise in Venezuela - Prüfstein für die UNASUR

Seit ihrer Gründung im Jahr 2008 setzt sich die südamerikanische
Regionalorganisation UNASUR für Frieden, Menschenrechte und Demokratie auf
dem Subkontinent ein. Es gelang der UNASUR, einige nationale wie regionale
Konflikte zu entschärfen beziehungsweise zu lösen. Damit wurde die Erwartung
geweckt, sie werde auch künftig südamerikanische Probleme souverän und
autonom bewältigen. In der aktuellen venezolanischen Krise stößt die UNASUR
jedoch an ihre Grenzen. Ihre Legitimität wird auf die Probe gestellt. Die
innenpolitischen Probleme Venezuelas strahlen mittlerweile auf ganz
Südamerika aus. Während die südamerikanischen Nachbarn schweigen, erklärten
die USA die Situation in Venezuela am 9. März 2015 zur Gefahr für die eigene
nationale Sicherheit und verhängten Sanktionen gegen sieben venezolanische
Militärs und Regierungsbeamte. Die USA nehmen der UNASUR so das Heft des
Handelns aus der Hand. Das erfolgreiche Krisenmanagement der UNASUR und ihrer
Vorläufer in Südamerika erfuhr bislang große internationale Anerkennung. Die
politische und wirtschaftliche Krise in Venezuela erreichte Anfang 2015 einen
neuen Höhepunkt. Die Regierung hat mit Repression und der Verhaftung von
Oppositionspolitikern reagiert. In dieser Situation ist die UNASUR
handlungsunfähig, denn ihre Mitgliedstaaten haben keine gemeinsame Position
zur aktuellen Lage in Venezuela. Gleichzeitig stehen die Regierungen
zentraler Mitgliedstaaten, insbesondere Argentiniens und Brasiliens, selbst
gravierenden innenpolitischen Problemen gegenüber. Die Reaktion der
US-Regierung auf die Krise in Venezuela führt kurzfristig zu einer
Stabilisierung der Regierung Maduro: Die weitere Zentralisierung der Macht
lässt sich legitimieren und die Unterstützung der UNASUR bleibt gesichert.
Längerfristig kann eine stärkere Machtkonzentration in der Hand des
Präsidenten allerdings zur Delegitimierung und Destabilisierung des
venezolanischen Regimes führen. Konsequenz der Krise in Venezuela und der
Schwäche der UNASUR könnte ein Rückschlag für die Autonomie und Souveränität
der Staaten Südamerikas sein.

68. Lógica formal y argumentación como disciplinas complementarias

En el libro se analiza la problemática lógico-filosófica que se da entre los
formalismos lógicos y el lenguaje natural, tratando de responder a la
pregunta de si es posible formalizar la lógica natural o de sentido común. Se
comienza presentando una caracterización de la lógica natural, su primer
intento de formalización por J. Piaget y R. García, las limitaciones del
mismo, el análisis de los obstáculos epistemológicos que se presentan en su
enseñanza mostrando que estos concuerdan con ciertos resultados de la
psicología experimental. En los capítulos siguientes se presentan los
distintos sistemas formales creados con el objetivo de ampliar el campo de la
lógica clásica para dar cuenta de dominios de lenguaje no incluidos en ella.
El texto culmina con un capítulo de reflexión filosófica sobre el significado
de las constantes lógicas y sobre la problemática de por qué y cómo enseñar

69. Violencias y delitos en la provincia de Buenos Aires : 2009-2012; un
análisis a partir de la estadística oficial
El informe presenta datos inéditos que recuperan la evolución interanual de
los delitos de homicidios, tentativas de homicidios, lesiones y robos entre
los años 2009-2012. Como se evidencia en la introducción, uno de los primeros
obstáculos a la hora de construir un diagnóstico de mediano y largo plazo
sobre la violencia y los delitos en la provincia de Buenos Aires se vincula a
la inexistencia de datos comparables y confiables que permitan realizar
afirmaciones tajantes sobre el aumento o disminución de ciertos fenómenos. La
novedad de esta publicación es que avanza en la distribución territorial de
esta secuencia histórica (2009-2012) discriminando por Departamento Judicial,
calculando las tasas según las distintas poblaciones y analizando la
evolución a lo largo de los cuatro años consignados. Trabajaremos con los
datos sobre homicidios y muertes violentas, en los cuales la distancia entre
delito ocurrido y delito denunciado es muy pequeña. También, haremos
exploraciones sobre delitos poco trabajados en otras investigaciones como las
tentativas de homicidio, lesiones y robos con armas de fuego, que serán
utilizados como indicadores para explorar la territorialización de la
violencia interpersonal y alumbrar nuevas hipótesis de trabajo. Algunas de
las conclusiones centrales identifican el descenso de los homicidios dolosos
entre 2008 y 2012 (último año relevado). Mientras la tasa de homicidios
dolosos cada 100 mil habitantes en 2008 fue de 9,6 homicidios, en 2012 fue
7,6 homicidios. Este descenso se debe enmarcar en una línea descendente de
mayor alcance que si bien no podemos contrastar con la misma certeza para los
años previos al 2008, iniciaría en 2003, tras los picos de homicidios dolosos
que se verificaron entre 2001 y 2002. Como contrapartida, se evidencia el
aumento de algunos delitos que hemos seleccionado como indicadores de la
violencia interpersonal. Por último, se destaca la gran desigualdad entre los
indicadores de violencia que afectan a las distintas jurisdicciones
territoriales en que se divide la provincia.

"Am 25. März 2015 startete eine saudisch geführte Koalition arabischer
Staaten Luftangriffe auf den Jemen, um den Vormarsch der Houthi-Bewegung zu
stoppen. Wenige Tage später gaben die Teilnehmer des Gipfeltreffens der
Arabischen Liga ihre Entscheidung bekannt, eine gemeinsame arabische Armee
aufzustellen. Dabei vertreten die beiden wichtigsten arabischen Ländern
gegensätzliche Konzepte militärischer Kooperation: Ägypten setzt auf eine
langfristig ausgerichtete, institutionalisierte Militärzusammenarbeit, um
größere politische Bedeutung in der Region zu gewinnen; Saudi-Arabien dagegen
zieht Ad-hoc-Koalitionen vor, um langfristige Abhängigkeiten von anderen
Ländern zu vermeiden, nicht zuletzt von Ägypten. Beide Ereignisse deuten
darauf hin, dass die Staaten der Region militärisch vermehrt miteinander
kooperieren. Deutschland und die EU sollten dieser Entwicklung mit Skepsis
begegnen. Die bisherigen Erfahrungen zeigen, dass regionale Konflikte durch

internationalen Politik. Doch der Konflikt zeigt europäischen Beobachtern,
dass China -sonst derzeit vor allem aufgrund der Streitigkeiten im
Südchinesischen Meer in den Schlagzeilen- in bestimmten Fällen
zurückhaltender agieren kann: die Lage in dem kulturell und wirtschaftlich
chinesisch geprägten Gebiet böte einer auf nationalistische Emotionen

Was in Europa kaum ein Thema ist: Nordkoreas totalitärer Führerstaat verübt
Verbrechen gegen die Menschlichkeit in einem Ausmaß, das in der Gegenwart
keine Parallele hat. Das Regime der Demokratischen Volksrepublik Korea (DVRK)
terrorisiert die eigene Bevölkerung mit Mord, Folter, Versklavung und
willkürlicher Inhaftierung. Die vom UN-Menschenrechtsrat beauftragte
Untersuchungskommission hat nach einjähriger Recherche in einem rund 400
Seiten langen Bericht schwere und systematische Menschenrechtsverletzungen
dokumentiert. Am 18. Dezember 2014 verurteilte die UN-Generalversammlung
diese Verletzungen und empfahl, die Verantwortlichen vor dem Internationalen
Strafgerichtshof anzuklagen. Zwar folgte der UN-Sicherheitsrat diesem Votum
bislang nicht. Weil die Menschenrechtsverletzungen der DVRK aber nun auf
höchster UN-Ebene thematisiert wurden, haben sie die gebotene internationale
politische Relevanz erlangt. Europa und gerade auch Deutschland tragen
Verantwortung dafür, dass Menschenrechte in ihrer Nordkoreapolitik einen
höheren Stellenwert bekommen und die durch die UN-Untersuchung erzeugte

Die Friedensverhandlungen zwischen der kolumbianischen Regierung unter
Präsident Juan Manuel Santos und der aufständischen FARC-Guerilla treten nach
zweieinhalb Jahren in eine kritische Phase ein. Neben den
Verhandlungsfortschritten – in drei von fünf Punkten ist man sich bereits
einig – unterstreichen beide Seiten ihre Kompromissbereitschaft durch Zeichen
des guten Willens. Gleichzeitig aber wächst die Unsicherheit, ob angesichts
der noch umstrittenen Grundsatzfragen der Durchbruch zu einem umfassenden
Friedensabkommen gelingen kann. Die Gespräche werden von der internationalen
Gemeinschaft unterstützt, doch innenpolitisch zeigt sich das Land stark
polarisiert. Der bisherige Verhandlungsverlauf sollte nicht darüber
hinwegtäuschen, dass Kolumbien nach 50 Jahren gewaltsamer
Auseinandersetzungen noch einen weiten Weg zu einem stabilen Frieden vor sich
hat. Selbst eine erfolgreiche Verhandlungslösung wäre nur der Anfang eines
schwierigen Friedensprozesses mit weitreichendem Reformbedarf. Diesen Prozess

players undermine new approach by UN mediator

Representatives of the Group of Friends of the Syrian People, an
international alliance that nominally supports the Syrian opposition, met in
Berlin in March 2015 on the fourth anniversary of the Syrian revolt.
Participants in the meeting discussed ways to revive the mission of UN
mediator Staffan de Mistura, whose efforts for achieving a ceasefire in
Aleppo – Syria’s former commercial and industrial hub – have gone nowhere.
Germany has been particularly supportive of de Mistura. But the main players
in Syria and their regional supporters have shown little willingness to curb
the violence, as the conflict, together with Yemen, is at the heart of what
is increasingly perceived as a Sunni-Shia schism. Germany is committed to
finding a political solution in Syria that addresses the regional dimension
of the conflict. But this is unlikely to happen without a thaw between Iran
and Saudi Arabia that would allow for tackling sticky political issues behind

75. Fifty years of German-Israeli diplomatic relations: whither the miracle
of reconciliation?

The 12th of May 2015 marks the fiftieth anniversary of the inauguration of
diplomatic relations between the Federal Republic of Germany and the State of
Israel. While Germany’s genocide of the European Jews means that these will
never be normal relations, the anniversary sees leading representatives of
both countries lauding the almost miraculous bond of trust and close web of
contacts that have grown between them. And indeed, with no other country in
the Middle East is Germany so closely associated. Nevertheless,
reconciliation has remained largely a project of the elites, and the two
societies are currently growing apart rather than together. Also, differences
over a two-state settlement to the Israeli-Palestinian conflict are casting a
heavy shadow over the relationship. Germany’s political elite and society
should therefore take the anniversary as an occasion to reflect on the
meaning of Germany’s historical responsibility and the implications for its

Since the Juncker Commission took office in late 2014, the idea of an »Energy
Union« has been a central theme of the EU energy policy debate. Today, the
Energy Union concept covers every area of current European energy and climate
policy. Its primary objective is to create a coherent, overarching policy
framework. From a political perspective, the Commission’s aim is to prevent
any further renationalization of energy policy. But although the Member State
governments constantly refer to the energy union concept, it is already clear
that they will avoid or at least delay implementation of meaningful steps in
the direction of such a union. Against this backdrop, it is unlikely that any
fundamental changes will take place in the near future. And over the next few
years, the focus of EU energy and climate policy will be on pragmatic
progress in the area of energy market regulation—not on strategic large-scale

77. The EU and the Paris Climate Agreement: ambitions, strategic goals, and

In October 2014, the European Union has announced the objective of reducing
greenhouse gas emissions to at least 40 percent below 1990 levels by 2030. On
March 6, 2015, the Council of Environmental Ministers reported this target as
the EU’s official contribution to the ongoing climate talks under the United
Nations Framework Convention on Climate Change (UNFCCC). At around the same
time, the European Commission unveiled a far-reaching and detailed proposal
for the design of a new international climate agreement. In the process of
adopting a formal EU negotiating mandate, the EU Member States will have to
decide whether to support the Commission’s proposals. Their considerations
will need to bring internal European interests in the area of climate policy
and France’s role as host to the Paris UNFCCC Conference in December 2015

Vielvölkerstaat betreffen. Dagestan - die größte kaukasische Teilrepublik -
bildete dabei in den letzten fünf Jahren einen Brennpunkt der Kämpfe zwischen
Sicherheitskräften und bewaffnetem Untergrund. Mit einem Führungswechsel im
'"Kaukasus-Emirat' wurde Dagestan auch zum ideologischen und logistischen
Zentrum eines nordkaukasischen Jihadismus; in dieser Hinsicht hat die
Teilrepublik damit Tschetschenien überholt. Welchen Einfluss hatten die
Kriege in Tschetschenien auf die Nachbarrepublik? Wie hat sich nach Ende der
Sowjetunion die religiöse »Wiedergeburt« in diesem Landesteil Russlands
vollzogen, wo der Islam tiefer verwurzelt ist als in anderen Gebieten der
Föderation? Wie wirkt sich die große ethnische Vielfalt Dagestans auf das
politische und gesellschaftliche Leben der Republik aus? Die vorliegende

79. Serious Gamification: On the Redesign of a Popular Paradox

We challenge the idea of the paradoxical nature of the concept serious games
and ask how researchers and designers need to conceive of serious games so
that they at all appear paradoxical. To develop and answer this question, we
draw on a theory–method that considers all forms of observation as
paradoxical. We then use the tetralemma, a structure from traditional Indian
logics, to resolve the paradox of serious games into this larger paradox of
observation. Consequently, serious games may only be consid- ered a paradox
if we presume realities and define games as deviations therefrom. The
increasing gamification of society, however, does not allow realities to be
defined in contrast to games anymore. We therefore conclude that serious
games do not rep- resent particularly paradoxical forms of games, but rather
next levels of reflexivity in communication design and in the
self-definitions of next societies.

Seit Jahren diskutiert die deutsche Politik die Zustände in der Pflege
älterer Menschen und vielfältige Verbesserungsmöglichkeiten. Aus
menschenrechtlicher Perspektive gibt es nach wie vor großen
Verbesserungsbedarf. UN-Menschenrechtsgremien haben wiederholt strukturelle
Mängel in der Pflege angemahnt. Auch das Institut hat bereits 2006
detaillierte Empfehlungen für eine menschenrechtskonforme Pflege
ausgesprochen. Das Policy Paper zeichnet die pflegepolitischen Entwicklungen
der vergangenen Dekade nach und untersucht, inwieweit die Menschenrechte
Älterer in der Pflege nach wie vor gefährdet sind. Außerdem zeigt das Policy
Paper, dass die Menschenrechte eine geeignete Messlatte für gute Pflege
darstellen. Es schließt mit konkreten Empfehlungen an Bund, Länder,
Hochschulen und Berufsfachschulen, wie der menschenrechtliche Ansatz
Verbesserungen für die Pflege Älterer bewirken kann.

Die Studie stellt Maßnahmen der deutschen Entwicklungszusammenarbeit (EZ) zur
Förderung des Kinderrechts auf Partizipation vor, skizziert die
menschenrechtlichen Anforderungen an die Partizipation von Kindern und
schließt mit konkreten Empfehlungen an die Verantwortlichen der deutschen
Entwicklungspolitik. Die Studie ist das Ergebnis einer qualitativen,
interdisziplinären Forschung. Grundlage sind dabei auch Gespräche mit Kindern
und Jugendlichen in Guatemala, Kenia, Kirgisistan und Serbien sowie
Interviews mit Akteuren der EZ.

than two decades. Scientific advisors should use the paradigm shift

reassess their role in international climate policy. In the future, it will
become even more difficult to present findings that are both politically

"On 25 March 2015 a Saudi-led coalition of Arab states launched air strikes
on Yemen to halt the advance of the Houthi movement. A few days later the
summit of the Arab League decided to set up a joint Arab army. Nevertheless,
the two most important Arab countries support opposing concepts for military
cooperation: Egypt proposes institutionalised long-term military cooperation
to increase its political weight in the region, while Saudi Arabia prefers ad
hoc coalitions precisely in order to avoid long-term dependency on other
countries, not least Egypt. However, the two events suggest that states in
the region are stepping up military cooperation. Germany and the European
Union should treat this development with scepticism. Experience shows that
such collaborations tend to exacerbate rather than resolve regional

Ukraine force the European Union to find strategic clarity in its eastern
neighbourhood. Often in the midst of discontinuous internal reform processes,
the countries to the Union's east find themselves hanging between a vague
"wider Europe" proposal from Brussels and Moscow's increasingly forceful idea
of a "wider Russia". At the May 2015 Riga Summit the EU heads of state and
government will meet with their counterparts from the Eastern Partnership,
including the new associates Moldova, Georgia and Ukraine. The EU should
grant these countries political guarantees, material assistance and European
perspectives. But the European Union can only develop bilateral and
plurilateral European perspectives if it faces up to the Russian factor and
realigns its relations with Moscow on the Eastern Policy triangle of

"Von 2007 an wurden die USA und Europa von schweren Finanzkrisen erschüttert.
Diese Turbulenzen führten in der Anfangsphase zu einer verstärkten
supranationalen Zusammenarbeit. Dabei betrieb die Gruppe der 20 größten
Industrieländer (G20) ein erfolgreiches Krisenmanagement. Seit einigen Jahren
jedoch stockt die Kooperation. Wichtige Akteure, darunter die USA, wenden
sich von supranationalen Vorgaben ab und gehen stattdessen eigene Wege in der
Finanzmarktregulierung. Dies wird von vielen Beobachterinnen und Beobachtern
kritisiert, die eine Stärkung globaler Regeln für die Finanzmärkte fordern.
Doch ist ein höheres Maß an Diversität in der Finanzmarktregulierung
tatsächlich ein Problem? Oder ist die heute zu beobachtende "Balkanisierung"
der Finanzmärkte sogar nützlich, weil sie das internationale Finanzsystem
stabiler macht? In dieser Studie wird die These vertreten, dass globale
Regeln für die Finanzmärkte per saldo mehr schaden als nutzen. Die
empirischen Erfahrungen sind negativ, denn die bisherigen Versuche sind
allesamt gescheitert, durch gemeinsam erarbeitete Regelwerke -etwa Basel I,
II und III- Krisen zu vermeiden. Geeinigt hatte man sich jeweils auf den
kleinsten gemeinsamen Nenner, und dieser Minimalkonsens verhinderte nicht die
schweren Verwerfungen der letzten 25 Jahre. Nach den Erfahrungen in den USA
und Europa sollte das Ziel sein, den Staaten größere Spielräume bei
Regulierung der nationalen Finanzmärkte zu ermöglichen. Regierungen sollten
auswählen können, welcher Pfad der Globalisierung für die gesellschaftlichen
Präferenzen in ihrem Land angemessen erscheint. Eine selektive,
maßgeschneiderte Globalisierung berücksichtigt die Diversität von
Volkswirtschaften, ohne ökonomische Zusammenarbeit und internationale

Due to the negative impact of globalization on still weak after the collapse
of the USSR the Russian economy, there is a lag in the Russian Federation on
the level of economic development from the more developed countries of the
world, which is more acute in the period of anti-sanctions: an increase in
the outflow of capital from the country, the instability of the banking
sector of activity, the contraction of exports and imports of goods and
services, termination of contracts with foreign suppliers and growing because
of it unemployment and inflation, the deficit of the Federal budget of the
Russian Federation. In this case the development of clusters in Russia as a
tool of enhancing efficiency and competitiveness of the Russian economy in
the global space has recently become an urgency. The article considers
russian experience of building clusters, efficient operations and prospects
of development of clusters in the Russian Federation. It is concluded that in
modern conditions it is necessary to attach great importance to cluster
policy, which is a powerful impetus to the development of the national
economy.

96. A new perspective on the 1958 congressional election and 14th amendment
apportionment

Some mid-20th century civil rights activists strongly advocated enforcement
of Section 2 of the Fourteenth Amendment to protect voting rights, but all
attempts to enforce it failed due to the difficulty of quantifying the amount
of voting abridgment in each state. Using publicly available data it would
have been possible to model voting abridgment and thus to reapportion
congressional seats prior to the 1958 election. However, the results of a
computer simulation suggest that the immediate effect of such reapportionment
on civil rights reform would have been minimal.

gains for queer politics. But these achievements have been accompanied by a
severe critique of queer racism and of the imperialist agenda of global gay
politics. While supportive of the urgency of critiquing the complicities of
Western queer politics in neoliberal, imperial discourses, the essay argues
that the politics of anti-homonationalism represents a form of state-phobia
so that the sole focus on queer racism in the global North neglects to

fortschrittsoptimistische queere Genealogie überführt. Damit geht zum einen
die Komplexität und das analytische Potenzial dieser Ansätze verloren, zum
anderen geraten aber auch deren (queere) Strategien und Visionen für eine
Dekonstruktion von (rassisierter) Zweigeschlechtlichkeit und
institutionalisierter Heterosexualität aus dem Blick. Dieser Beitrag
interveniert in diese selektiven Rezeptionstraditionen und versucht anhand
ausgewählter Theorieelemente, jene lesbisch-feministische Versionen und
Visionen von Queer/ness, wie sie von diesen Autorinnen entworfen wurden,
erneut zur Diskussion stellen. Im Fokus der Beitrages stehen dabei einerseits
die dekonstruktivistischen, gendertransgressiven und spirituellen
Implikationen der körper- und erfahrungsbezogenen
feministisch-lesbischen/patlache Epistemologien von Anzaldúa, andererseits
werden die gesellschafstheoretischen und subversiven Potenziale von Wittigs

"Within Queer Theory 'classical' lesbian-feminist contributions, such as
those by Audre Lorde, Gloria Anzaldúa, Monique Wittig and Adrienne Rich, have
been adopted very selectively and sometimes in a highly superficial way.
Ambivalences and inconsistencies have been either marginalised or interpreted
within a linear historiography of queer progress. Hence, not only the
complexity and analytical potential of these works tend to get lost,
furthermore, also their 'alternative' (queer) strategies and visions for a
deconstruction of (racialized) gender binaries and institutionalized
heterosexuality are marginalised. This article sheds a critical light on
these selective reading practices and highlights the transgressive
implications of their versions of queer/ness. One focus of the article lies
on the gender subversive and spiritual implications of Anzaldúa’s
feminist-lesbian/patlache standpoint epistemologies. Furthermore, the
articles discusses Wittigs idea of a (linguistic) universalization of an
(anti-essentialist) idea of the 'feminine'/'the lesbian' as well as her
materialist and class-theoretical conceptualization of the 'lesbian'. The
paper asks how these ideas can be read and interpreted as an intervention

juxtaposition of normalization and subversion processes does not grasp the
simultaneity and ambivalences of these processes, and thus proofs to be an
inadequate tool to theorize queerfeminist politics. The author draws on
examples of the politics of queer families and the entanglement of
normalizing and subverting impacts therein to reconsider the concept of
heteronormativity through an affect theory lens. This reconsideration of
heteronormativity is the starting point for a threefold reformulation of
queerfeminist politics: as affectively structured by paradoxes, as a

sicherheitspolitische und wirtschaftliche Bindung an Russland mit einer
Ausrichtung nach Westen in Einklang zu bringen, die ihren Ausdruck in der
Kooperation mit der östlichen Nachbarschafts- und Partnerschaftspolitik der
Europäischen Union und der Beteiligung an Nato-Programmen fand. Russland
wiederum war gefordert, seine Kooperation mit Armenien -die engste mit einem
Staat im Südkaukasus- mit seinen Beziehungen zu Aserbaidschan und der Türkei
zu koordinieren. Nachdem der armenische Präsident Sersch Sargsjan im
September 2013 den Beitritt seines Landes zur russisch dominierten Zollunion
bekanntgegeben hatte, wurden in Armenien Stimmen laut, die vor "exzessiver
Abhängigkeit" von Russland und einem Ende der offiziell als "komplementär"
bezeichneten armenischen Außenpolitik warnten. Zweifel kamen auf, dass das
Land handels- und sicherheitspolitischen Gewinn aus seiner eurasischen
Richtungsentscheidung gezogen hat. Gleichzeitig versucht die Regierung in
Jerewan, diese nicht als endgültige Abwendung von der EU erscheinen zu

Der VN-Klimagipfel in Paris wird einen neuen Typ von Abkommen hervorbringen,
der auf Zusagen freiwilliger Emissionsminderungen beruht (bottom-up). Dies
markiert die Abkehr vom »top-down«-Paradigma, das die internationale
Klimapolitik seit mehr als zwei Jahrzehnten dominiert. Klimawissenschaftliche
Beraterinnen und Berater sollten diesen Paradigmenwandel zum Anlass nehmen,
ihre Rolle in der internationalen Klimapolitik zu hinterfragen. In Zukunft
wird es schwieriger werden, Expertise bereitzustellen, die für sich
beanspruchen kann, sowohl wissenschaftlich stichhaltig als auch politisch
anschlussfähig zu sein. In Situationen, wo diese beiden Standards guter
wissenschaftlicher Politikberatung miteinander in Konflikt geraten, müssen
Berater/innen und Beratungsgremien sicherstellen, dass die wissenschaftliche

In the new educational standards of the compound there is a problem of local
knowledge in each subject in a broad holistic view of the world. In geography
lessons the author used a technique of drawing mental maps - representation
of any natural process or object in a comprehensive, systematic, visual
(graphic) form. All training information is displayed graphically on a large
sheet of paper to reflect semantic, causal, associative links between
concepts and is often considered a natural object or phenomenon.

Die Gefahr eines Nuklearwaffeneinsatzes ist wieder ins Blickfeld
internationaler Politik gerückt. Im Januar 2015 stellte das renommierte
Bulletin of the Atomic Scientists seine Doomsday Clock auf drei Minuten vor
zwölf. Das heißt, die Atomwaffenexperten sehen die Welt so nah an der
nuklearen Katastrophe wie zuletzt vor 30 Jahren. Nukleare Drohgebärden
Russlands, der ungelöste Atomkonflikt mit Iran, aber auch der
Rüstungswettlauf in Asien machen deutlich, dass Kernwaffen in der
Sicherheitspolitik wieder eine wichtigere Rolle spielen. Vor diesem
Hintergrund beraten seit dem 27. April bis zum 22. Mai Vertreterinnen und
Vertreter der 190 Mitgliedstaaten des nuklearen Nichtverbreitungsvertrags
(NVV) in New York, wie die nukleare Bedrohung begrenzt werden kann. Die
größte Gefahr für das Nichtverbreitungsregime geht dabei von einer
zunehmenden Polarisierung der Mitglieder aus, insbesondere zwischen

additions to the existing architecture. European states failed to fall in
line with the US stance, and many became founding members of the Asian
Infrastructure Investment Bank (AIIB). China's overarching vision of "new
Silk Roads" integrating Asia and Europe by land and sea also demands a
European response. In order to achieve better coordination than they managed

Austria has a long tradition of gender equality policy measures in science,
academia and research. Since the 1980s, a mix of measures has been
successively introduced to promote excellent female scientists and academics,
establish women’s and gender studies and remove the structural barriers for
women. Accordingly, an increase in the share of women in all areas and
functions in science, academia and research and the inclusion of gender
studies in an increasing number of disciplines has been achieved in recent
years. Despite this, the notion of the “scientific ideal” has remained almost
unchanged, i.e. is still based on a typically male scientific career. This
notion essentially considers a “good” scientist to be one who can devote his
life totally to science and has no other restrictions on his time or
commitments outside science. The question now is, what – and where – can we
add to the existing policy mix to change this situation, i.e. to revise this
notion of the “ideal”. At a series of workshops, researchers, academics and
other experts used creative methods to develop their visions of a
gender-neutral landscape in science, academia and research in 2025. These
visions were then used to identify relevant fields of action for initiating
cultural change. This paper summarises the results of this discursive process
and outlines how the process that began with this project could now be
continued.

Dieses Papier reflektiert und ergänzt eine frühere Studie im Auftrag des
Bildungsministeriums über die Verwaltung des österreichischen Schulwesens.
Ausgangspunkt sind drei widersprüchliche Beobachtungen, erstens die Kluft
zwischen hohen Ausgaben und schwachen Leistungen in den internationalen
Testungen, zweitens die verbreitete Wahrnehmung in den politischen Diskursen,
dass trotz der hohen Ausgaben zu wenig Ressourcen verfügbar wären, und
drittens ein breiter Konsens über Defizite des Governance-Systems mit zu
hoher Komplexität und zu wenig Verantwortung und Spielraum bei den Schulen.
Es wird versucht auf Basis der Ergebnisse und Argumentationen der früheren
Studie diese Widersprüche aufzuklären und Entwicklungsmöglichkeiten
auszuloten.
This paper provides an update and a reflection on an earlier study
commissioned by the Ministry of education about the challenges posed to
educational governance in Austria. It starts with three contradictory
observations, first a considerable gap between high expenditure and weak
results in international Assessments, second the prevailing perception in
Austrian education policy discourses that despite the high expenditure
resources would lack in relation to demands, and third a widespread consensus
about serious deficiencies of the governance structure, being too complex and
giving schools not enough responsibilities and room for manoeuvre. The paper
tries to explain these contradictory issues by taking up the argument of the
earlier study, and to deepen the argument by additional illustrations and
analyses. A path for improvement is sketched that would need quite far
reaching changes in the existing governance structures.

132. The Thorny Path to Eternal Peace: Applying Kant´s Ideas to the Global
Situation

Die politische Philosophie Immanuel Kants bietet verschiedene Werkzeuge, die
moderne globale Situation zu untersuchen. Daneben beinhaltet sie konkrete
Vorschläge für einen Übergang zu einer friedlicheren Welt. Damit befasst sich
die vorliegende Abhandlung. Kant konzeptualisierte beispielsweise einen
föderativen, sich vergrößernden Staatenverbund. Dieser nehme seinen Ausgang
von einem aufgeklärten Volk, das sich zu einer Republik vereinigt. Andere
Staaten, die sich an diesem Staatenbund orientieren und anschließen, sollten
ebenfalls als Republiken verfasst sein. Wir können heute fragen: Gibt die EU
ein solches Rollen-Modell ab? Wenn wir uns das gegenwärtige globale System
ansehen, können wir dann die für die Bildung des Staatenbundes erforderlichen
Republiken identifizieren? Dürfen Staaten aus der Idee einer durch Kant
beeinflussten Sozialtheorie ein Recht ableiten, Demokratie oder das, was sie
dafür halten, mit militärischen Interventionen zu erzwingen? Trotz seiner
inneren Geschlossenheit und seiner unvergleichlichen gedanklichen Tiefe,
fristet Kants Konzept des ewigen Friedens immer noch ein Schattendasein.
Politiker weichen nicht nur vor der praktischen Umsetzung, sondern schon vor
der gedanklichen Auseinandersetzungen mit diesen Friedensideen aus. Sie
ziehen es vor, Kriege zu führen aus Gründen, die der vorliegende Aufsatz
näher erläutert. Einige Denker entwickeln ihre eigenen Modelle für eine
friedliche Weltgesellschaft, andere beteiligen sich an hermeneutischen
Diskussionen, mit dem Ziel, Kants Philosophie zu klären. Normalweise
konzentrieren sie sich dabei auf einige wenige Dimensionen und stützen selten
ihre Argumente mit Empirie. In der vorliegenden Untersuchung dagegen werden
Kants Ideen mit gegenwärtigen sozialen, ökonomischen, politischen und

The following essay introduces the idea of eternal peace as Immanuel Kant
conceptualised it and how it relates to the contemporary global society.
Kant´s political philosophy still covers a wide range of current issues. He
envisioned, for example, “a center of federative union for other States to
attach themselves to” as a precondition for perpetual peace. We can ask in
how far the EU can serve as such a role model. Kant firmly believes that a
peace guaranteeing federation should consist of republics. Looking at the
present global system, can we identify these republics? Do states have the
right to establish a democracy through military interventions? In spite of
its consistency, unequalled depth of reasoning and its relevance to current
developments, Kant´s concept of eternal peace still lingers in the shadows.
Politicians often prefer to make wars. Some thinkers develop their own models
for a peaceful world society, others engage in hermeneutic discussions in
order to clarify Kant´s concept. They usually focus on one area of concern
and scarcely back up their claims with empirical evidence. This paper,
however, complements Kant´s ideas and relates them to current social,
economic, political and cultural developments.

133. Collective Self-Blockade? Why the UN Climate Conference in Paris Could
Fail
On 19 and 20 April 2015, the Major Economies Forum on Energy and Climate took
place in Washington, DC. Industrialised countries and emerging economies are
meeting in multiple forums this year to explore their positions in advance of
the UN Climate Change Conference in Paris in December. The preparations for
an effective global climate change agreement at the UN Climate Change
Conference in Paris in December 2015 are proving to be difficult. While the
BRICS states, the United States, and the EU are verbally proclaiming their
commitment, they often impede themselves as a group due to national
interests. Against this backdrop, it is necessary to consider alternatives to
a global but weak climate change agreement. Of the key countries and groups,
only the EU, the United States, and Russia have submitted their intended
nationally determined contributions to climate protection to the United
Nations. The political approach taken by the emerging economies is being
influenced by international expectations and national constellations. Due to
their internal preferences, neither the United States nor China are
interested in a strong, obligatory climate agreement at the global level.
This makes a global consensus unlikely. Bilateral, public–private, and
market-based solutions are easier to implement politically than a new global
agreement. The renewed failure to reach a global climate agreement could lead
to other options for action. Repeated and complicated negotiations at the
global level will certainly not bring about the changes necessary to reach
the 2°C goal on time. Three scenarios for the future are possible: The
chaotic and multi-stakeholder international politics of climate change will
continue. Climate clubs made up of key emitters will become trailblazers and
will impose sanctions on non-members. A citizens’ climate politics in the
sense of the "Copenhagen Theory of Change" will supplement or replace the
great transformation from above. The EU and Germany could use meetings such
as the G7 or the Major Economies Forum to discuss the potential of climate
clubs and could set the latter in motion should the UN Climate Conference in
Paris fail.

134. Dokumentation zum Zeitreihendatensatz für Deutschland, 1834-2012

Der Datensatz besteht aus 120 XLSX-Tabellen mit insgesamt 1.073 Zeitreihen zu
verschiedenen Themen für Deutschland in den verschiedenen Grenzen von
frühestens 1834, der Gründung des Zollvereins, bis spätestens 2012. Anlass
war eine in Zusammenarbeit mit der Bundeszentrale für Politische Bildung
erstellte Publikation "Deutschland in Daten". Das Projekt beschränkte sich
dabei auf die Zusammenstellung publizierter Daten 1. in langer
Zeitreihenperspektive und 2. ohne regionale Differenzierung. Ziel des
Projektes war es, verstreut vorhandene historische Zeitreihen zu
identifizieren und zusammenzustellen und bei vertretbarem Aufwand diese zu
ergänzen bzw. zu aktualisieren. Dabei sollten die bestmöglichen bzw.
wichtigsten Daten zusammengestellt werden. Es sollten dabei nur solche
Zeitreihen aufgenommen werden, für die zumindest theoretisch für den gesamten
Zeitraum von 1834 bis 2012 Werte vorhanden sein können. Wesentlicher Aspekt
des Konzeptes war die Kombination der Zusammenstellung der Daten mit einer
kritischen Kommentierung und Begleitung des Auswahlprozesses durch
ausgewiesene Experten. Die Daten wurden von 41 Personen an 25 Standorten
bearbeitet und zusammengestellt. Insgesamt wurden 22 Themen bearbeitet (in
Klammern die verantwortlichen Autoren): 1. Umwelt, Klima und Natur (Paul

The dataset comprises 120 XLSX-tables with a total of 1073 time series of 22
different topics for Germany in its different borders from 1834, the
foundation of the Customs Union (Zollverein), until 2012. The current purpose
to compile the data was a publication issued in cooperation with the German
Federal Agency for Civic Education (Bundeszentrale für Politische Bildung).
The project was limited to - the compilation of published data - in the
perspective of long time series and - without regional differentiation within
Germany. The aim of the project was to identify and compile scattered
existing historical time series, and to complement or update them at
reasonable expense. In doing so, the best possible or most important data
should be compiled. Time series were only to be included, if data for the
entire period from 1834 to 2012 was at least theoretically available. An
integral aspect of the concept of our project is the combination of data with
critical commentaries of the time series by established expert scientists.

135. Evolutionary model of Moore's law

"Moore suggested an exponential growth of the number of transistors in
integrated electronic circuits. In this paper, Moore’s law is derived from a
preferential growth model of successive production technology generations.
The theory suggests that products manufactured with a new production
technology generating lower costs per unit have a competitive advantage on
the market. Therefore, previous technology generations are replaced according
to a Fisher-Pry law. Discussed is the case that a production technology is
governed by a cost relevant characteristic. If this characteristic is bounded
by a technological or physical boundary, the presented evolutionary model
predicts an asymptotic approach to this limit. The model discusses the wafer
size evolution and the long term evolution of Moore’s law for the case of a
physical boundary of the lithographic production technology. It predicts that
the miniaturization process of electronic devices will slow down considerably
in the next two decades." (author's abstract)
