1. Russia's armed forces on modernisation course: progress and perspectives of
    military reform
   Klein, Margarete
In 2008 Russia's Defence Minister Anatoly Serdyukov launched a mammoth
project of comprehensive military reforms, whose objectives his successor
Sergei Shoigu has also upheld since his November 2012 appointment. Despite
deficits in recruitment, equipment and funding, Moscow's armed forces have
already accomplished the organisational transition from mass mobilisation
army to modern combat force. Although the reforms will not fundamentally
change the balance of power with the United States, increased military
muscle-flexing vis-à-vis Europe must be expected. Above all, however, the
reforms expand Moscow's ability to project power in the post-Soviet space and
militarily reinforce Putin's efforts to tie that region more closely to
 Russia. (author's abstract)

2. Development of childcare and maternity facilities network in the Krasnodar
    Territory during the postwar years
   Shapovalova, Yanina Anatolyevna
The article is devoted to the post-war state and development of childcare and
maternity organizations in the Krasnodar region. The author examines the
issues of the lack and the overcrowdedness of the specialized apartments; the
decrease of pediatric and obstetric institutions network; the deficiency of
 therapeutic beds.

3. The EU, Russia and a less common neighbourhood: lessons reinforced by the
    Vilnius summit
   Stewart, Susan
The run-up to and outcomes of the Vilnius summit in November 2013 indicate
that the Eastern Partnership is undergoing a period of crisis. This is
primarily because the EU and its Eastern partners have not been successful at
communicating their respective goals to each other and agreeing on viable
methods for reaching them. The same applies to the EU-Russia relationship,
which is becoming increasingly dysfunctional, especially with regard to the
so-called common neighbourhood. Although the two policy areas interact, a
clearer separation between them is currently more justified than a gradual
conflation of the two approaches. The summit has highlighted a series of
problems that, so far, have been addressed only sporadically or at the
rhetorical level. The silver lining of Vilnius can be found in seeing it as
an opportunity to analyze these problems systematically in order to modify
existing policy to take better account of current realities. (author's
 abstract)

(Autorenreferat)
