[CollEc] CitEc move to helos

  This is an ubuntu server. We could change to debian, but it
  would mean coordinating with Cesar and removing everything
  and start from scratch.

  Since CollEc is not running anyway at this time, this may be a
  better thing to do.  It will save hassle in the long run.
