[CollEc] helos overload

  This morning helos was again sick. I managed a reboot
  and switched off nginx.

  The solution should be to block the traffic by user agent.
  I tried this is the configuration. It did not work in the
  last crisis, it does not work in this.

  Failing to get this we need a better way to stop old containers.

  I have my funding application due today, so I really can't have
  this as a distraction.
