[CollEc] update helos

Some software requires adding additional repositories that the package manager browses for updates. At least in the case of R, the version in the Ubuntu default repository is not always the most recent one. Adding a repository and key from the R project fixes that. This might be similar for Python.

  oh dear. Not there at all. I need this to do python coding,
  to work on the Lebach stuff. Yeah, I could code on trabbi
  and upload, or do some intra-emacs ssh wizardry, but the
  point is this is very old stuff. 

  I may have to move ArcEc to helos. I'm at 95% on darni.
  But first we need space in helos. I hope that Lebach will
  do that.

  Actually I found that python3.8 seems available, but
  I have to install it manually. I'm doing this right now.
