  I looked at this. They are a start-up in Pakistan, they have
  have no basis to claim they are a "leading" academic publisher.
  From what I can see the papers are rubbish. But I would find
  it very hard to sanction this versus not sanctioning another
  publisher the papers of which would only be marginally less
  rubbish.
