No, just unmaintained it appears. If it Clint Moore (hydo at mac.com) won't
respond, you can use the standard CPAN process to request formally
taking over the name space. 
Other options include maintaining a private fork, or changing the name
in some way in uploading another version to CPAN that you would then be
under your control.
