[cgiapp] Mailing list staying here

Thanks to everyone who gave input on the mailing list possibilities.  I
particularly want to thank Jesse Erlbaum for his gracious list hosting over the
years, and Lyle Hopkins for pro-actively allowing us to explore another
alternative.

The official mailing list will be staying here for now, with some small but
important changes to protect the continuity of the list in the future.  I have
now been granted mailmain admin access to the list in addition to Jesse and
some others with his firm.  Another list member may also be granted this access
if I am unavailable as well. This access can be used to make a cron-based
offsite backup of the mailing list membership if we need it in the future.

Still, I'd like to continue the conversations we started about how best to
evolve our community. If there are other resources that we should have
besides a mailing list and a wiki, let's continue to discuss those.
