[cgiapp] [ANNOUNCE] Titanium 1.01 release

I've just sent Titanium 1.01 to CPAN with some minor updates:

* Update Build.PL to require CGI::Application::Plugin::ErrorPage 1.20, a bugfix release.
* Remove "titanium-starter" from the TODO list. (Jaldhar)
* Add initial INSTALL file (RT#41276, David)

Thanks to all who have been trying it out and providing feedback.
