Today I noticed a related module that I missed when it was released
about a year ago:

 http://search.cpan.org/perldoc?CGI::Application::URIMapping

It also does dispatching with the ::Dispatcher syntax. I think I prefer
the 'routes' approach, but I have a little trouble understanding the
features of this 'URIMapping' module.
